raozspaz No. You cant even start as anything above a genin. YOU MUST START GENIN, is what the guy who looked at my profile told me. I wanted to be a wandering Chunin shinobi but they said i couldnt do that. These guys are not very "smart".
Considering you just Joined?
You are allowed to start with techniques, Henge no Jutsu, Kawarimi no Jutsu and Bunshin no Jutsu. So I believe they are justified. I have been in that guild for a while now so yeah...
Plus, any wandering shinobi would be seen as Rogue. And they aren't accepting Rogue characters right now because there are too many at the moment!

sorry haki...it's easter. i was also trying to sort out the Hidden villages rpc creation process. my character is well on it's way now.
