Except... not.
The bosses and monsters are designed by the game creators to be beaten in certain ways. You can try and do it however you'd like, but you're going to be most successful doing it the way the designers have counted on. In this way, PvE is more game-based than Player-based, so... the MMO content is more engaging, as opposed to the players being engaging.
Because... if everyone logs off of a PvP game like EVE Online and jumps into a gymnasium to play dodgeball, dodgeball is going to be many times more engaging then EVE... because EVE will be almost empty. So saying high-tier MMOs are engaging based off their PvP makes no sense because it really has nothing to do with the MMO, it's the players that are engaging.
PvE and minigames are game content. They are MMO content. Player interactions are player content. Completely different.

Everything is created by players.
MMO makers suck at making fun games.
So the ones that let us do our own s**t is the most fun.
