Here's what probably happened:
Character gets in with ability.
Character uses ability in fight.
Judge then realizes that.. maybe said ability, as it was let in, was a bit too strong, so they make a judgment decision to nerf it then and there, when they ought to have done so in profile grading.
It's pretty rare for that sort of thing to happen, but occasionally you have an issue where a character is allowed to have a certain ability in profile grading, but when it's finally used in a fight, the judge(s) decide that maybe they made a mistake so they fix it as best they can, which requires basically nerfing the ability, or asking the player to do so.
I'm not saying it's right or wrong or good or bad - if it was too powerful in the first place, they should have asked you to change it, and if it wasn't then there shouldn't be an issue now - but sometimes people make mistakes and they do what they can to fix it. That's probably what Vintrict's reasoning is (provided he's using any sort of logic or reasoning, that is).
It's understandable to be pissed off though, because you're told "Yeah, that's fine" one minute and then the next minute you're told "Wait, nevermind, that's not fine anymore and you have to change it and/or we're changing it for you via judge decision right now." It sucks, and it's not supposed to happen; the entire purpose of profile grading is that the judges can have any changes or tweaks made that they think need to happen so that these kinds of issues don't come up in fights. But people make mistakes, and in this situation, it shows exactly why you need more than one person looking over profiles.
EDIT:: I'm not saying the ability is or isn't too strong, I didn't grade Sigil's profile. I'm just explaining the most probable reason for why the decision was made.
