It seems that we have a tie vote... As per the High Council rules, in the event of a tie, the High Elder of Ceremonies casts their vote to end the tie. However, on such a divided issue, I can not make a vote.
But, I do offer this as my final ruling. Ryugi Kazamaru, in light of your brave heart and pure soul, I find you...not guilty. HOWEVER! There is not enough evidence to fully support your innocence. Therefore, my final ruling is simple.
If you are not the one who has caused this terrible string of crimes to befall our land, then it is my wish, and the wish of the families that the one who has done them, is quickly brought to justice. It is due to this wish that I charge you with the duty of finding the true cause of these events in whatever way that you see fit, and in order to accomplish this goal, I hereby award you with a temporary Ceremonial Guard Commission of Rank 20.
This is the highest rank in the guard, and will allow you access to any and all things you shall need to accomplish your mission. Use this privilage well Ryugi Kazamaru, for it is not given lightly. For any and all refference purposes, your enlistment number is 43087. Your belongings will be returned to you in the foyer shortly.
I hereby adjourn this Council until tomorrow, when we will discuss the recent happenings at the Altin Shrine. Dismissed.

Silver arose. He expected the charge to find the real purpatrator, but he hadn't expected the sudden surge in rank. Quietly, he left the room.

Damrius smiled big time, and burst out with joy.
Yeah!!
He jumped towards Ryu, and wrapped his arms around him in a tight hug... and then stopped, realized what he was doing. And let go, scratching the back of his head.
I'll uh.. go get your... stuff...
Dame said this, and headed otut eh foyer, his face redening lightly.

Silver headed off on his own for a moment, returning a little while later in his Ryugin uniform.
"To be truthful, its the only thing I had left clean. I never thought I'd be wearing it again this soon."

By now you should know Silver, "Always expect the unexpected."*After a few minutes of waiting, and happy talking, mixed with just a little emotion and some tears, Ryugi's clothes were returned to him, along with his sword. It was a shame, so many people would miss out on seeing the Legendary Weapon. However, Ryugi would need it more if he were really to get to the bottom of this. After a quick change, he finally sheathed his sword, and the group as a whole moved out of the massive building, but not before the council left... Before the group moved out, they had all moved out of the building.* A man passed by the group as the Council Members left the building in their human forms. And as he passed by Dame he spoke quietly to where no one else would hear. You handled yourself well in the Chambers today... And by the way, I'm looking forward to a rematch sometime...With a wink and a strange grin, Volt of Lighting walked down the stairs and off into the bustling crowds of people around the city... *After a few more minutes, the building finally empty for the day, the group headed out of the foyer....*

Damrius let out a big grin, and started to laugh, then yelled, as loud as he could.
You're on! Suprise me when!!
He felt proud to have a council member, a high level dragon, and a god pretty much wanting to rematch HIM. Something rare.
Hehe. He's the the one I had to Fight, Ryu.

Awww... Isn't that just adorable? Your little friend got to meet his tester for his pact again! It's just oh so... sickening!
The voice would flow out over the open area, however, something was wrong... It sounded...familiar somehow, but twisted... angry... dark. The last word was drawn out as if the lips that had said it were disgusted at the thought of using the word.
If the party members looked around for the voice, they'd find nothing... But how...?

Oh no, friend... Or should I call you, "Silver"? Although neither is really effective enough... Perhaps "worm" would be a better word for you?
As for you Sparky, I don't think you need to know who I am yet... But I think at least one of you knows me.The last part of the sentence was said almost in a joking and demented manner. Something wasn't right with this person, or rather, voice, since they hadn't shown themselves, and it seemed to come from everywhere... And did it just read Silver's mind?
