That is correct everyone. The answer is False.
Through some means I haven't quite discovered, the outcome of the meeting between Laguna and Julia in the Hotel room can change between Laguna falling asleep, or Laguna just trailing on and on. This also has to do with the dialogue between the three guys once they exit the vehicle in the middle of the street. In one instance, the mention the Piano Lady while in others they don't. Play through it a bit and you'll see.
Anywho, I'm trailing off just like Laguna. sweatdrop On to the next question...

Although I swear there's an earlier encounter, it seems that the first time you see Zell is in Balamb Garden right before the Dollet Field Exam.

Edea... Technically Seifer, since you're controlling Squall and he runs off ahead... Irvine too.

Not sure I understand the question. But I believe Kiros and Ward, although you control ward (and i think kiros.. no maybe not) they never lead a part of three, Edea is never in the lead and neither is seifer, although he did claim himself to be the leader during the field exam, and Irvine never is in control while neither is Rinoa.
So Laguna, Squall, Quistis, Selphie, and Zell all can control your party at some point or another.

I apologize if this question wasn't clear. Basically I was asking which Controllable characters(those you could use in battle, for example) were NEVER in the lead position for the party when moving and interacting in the world. The answer is Edea, Seifer, Kiros, and Ward. None of those 4 characters lead the party in the game world. Everyone else leads at least ONCE throughout the game, and here are examples:
Squall: Duh. He leads through almost the entire game.
Zell: In D-District Prison and Esthar when Lunatic Pandora is attacking.
Quistis: Deling City Archway and the Sewers.
Selphie: The Missile Base after the escape from Prison.
Rinoa: Deling City before the parade. She goes to see the Sorceress
Irvine: In D-District Prison when Squall and party go up, Irvine is in the lead of the party that goes down.
Laguna: Through all of the dream sequences.
Looks like no one got it. Oh well, here's another one:

(I thought you ment for the last question if the lead the "group" of like .. 3 lol good question though to bad no one got it.. )
