well if you are intrested in pirating byako you could go ahead and suggest more sea faring locations of the incredibly expansive city and have fun doing what you enjoy doing

It's not the fact that I am interested in 'pirating' the CIty of Byako, more than it is that I have been summoned here for some purpose. I would gladly walk about the streets of your fine city, but alas, I am not here on my own time.

Well, I seemed to have a more personal invitation then "Come to our City". It said that the place was a bit lacking in men of our profession (honest sailors, that is) So I would consider the latter as a reason.
