Does Firefox cost anything? And I wouldn't be able to convince my mom because she'd want to know why I wanted it and I'm not very good at explaining things to her. My dad may be possible.

Like I said, research. I'll tell you a bit about it.
Firefox is an open-source browser. What that means is that anyone can take the code, edit it, and redistribute it to make it better. It is a free download, has good security, and allows you to install extensions (which we need in this particular case) to enhance its functions. Some of its extensions include ad blocking, script blocking (for malicious websites), download accelerators, and portable IRC clients (*hint hint*).
It has tabbed browsing, which means you can browse more than one website at the same time, in the same window, without interrupting your progress in the other windows. I consider this to be its best feature. You can add search engines in the upper right-hand corner of the screen (like Google, Wikipedia, etc.).
But in order to explain this, you also need to add why you want it. Obviously, don't tell them you want it for IRC. You can say that IE is slow (maybe it is, maybe it isn't, but you think about these excuses before you tell them), IE crashes sometimes, and all your other friends have been bugging you.
Something like that. You think about it before speaking to your parents about it.
