I'd say that the vampire must give a certain amount of blood in order to turn, regardless of the amount of blood drained.

The vampire would give them blood to turn them. -Rolls eyes.- I think it was Queen of the Damned which was like that...they appeared to enjoy being bitten on the wrist. ninja In a rather perverse way.

It's just the sensation that comes form it. A wrist is an easier way to show gratitude to the one giving the blood and makes it so that the original mark of those bitten, or if turned without a bite, will keep their necks unchanged form when they were turned.
And I don't recall needing to give blood to make them turn though, it just helps them recover faster, I thought.
