we need some advanced ninjutsu techniques for people of the genin and above rank for hidden cloud I just cant have only acad level techniques!!!

should chidori become a technique only exclusive to the uchiha clan because kakashi invented the technique before he had gained obito's sharingan then evolve it and renamed it into Raikiri (lightning blade) after he had gained the sharingan it would be make more sense to allow non uchiha members to learn chidori but only allow all the other chidori techniques like flapping chidori, chidori nagashi (current), chidori needles exclusively to the uchiha.

no chidori has to be learnd from a sannin that has the sharringgan. any one can learn it but to be able to bring out its full potential you are required to have the sharringgan. so without the sharringan it will onlt be able to do half the damadge and you cant use any of the variouse forms like flapping chidori, chidori nagashi (current), chidori needles.
