Define active for me, otherwise, probably no. I generally stay within certain guilds for chatting and such, if you have a good idea though... well I think the first dependent thing is how many people are already willing to join. You know?

Active - someone alive enough to click on this post and click on the poll. As for those willing to join, there will be enough with proper advertising. That will even make people come to the guild; thus making it livelier which is the main purpose of this little project of mine.
