(( I don't think that cupcake is less advanced than the other Fairies, she just took me the same time than the others (I'm not including Polar Pear of course, it was a rare and way more time consuming.
If you are thinking this because the oufit/hair is shorter, then it was done on purpose, that's how I conceive a cupcake Fairy, because cupcakes are tiny and the skirt was meant to look like the paper cup, making it longer wouldn't have make much sense))
