What's an emulator, or a rom? I'm so confused!

An emulator is a program that, essentially, plays old video games on your computer. A rom a type of format for the games that different emulators read. So an SNES emulator would read off those types of roms, while an N64 emulator would read off another kind of rom.

I believe they are safe, but I haven't been to an emulator/rom site in a while. I suggest you ask others which ones they've been to.

Somebody tell me how to get a PSX emulator working? >>;

I'd put this on a CD and play it on my PS1, but the file is 712 MB.

My CDs only hold 700.
