lol no deffinatly not industrial, leave that to nine inch nails or rob zombie. there progressive metal (note that im talking about tool since Ænima) heres why :
A) Powerful guitar driven sound of metal with complex compositional structures
B) odd time signatures to the point where on the climax of most of their songs everyones playing in a different time signature, most noticable is danny's parts like in 46 and 2
C) prolonged instrumental play hence "Progressive"

thats pretty much them if you were to give them an official label.
but i gotta say that my favorite genre is Tool. a mixture of led zeppelin and pink floyd with a modern mix into it with thir own secret ingredient
