Namine does not have an 'x' in her name because she isnt really officially part of the Org. XIII
And not all nobodies have an 'x' in their name. Think about all those dusks that Sora slaughters throughout the game and they dont have 'x's in their names. lol

sweatdrop Yes, Namine is technically not apart of Organization XIII. She is just a shadow of Kairi, a princess of heart who would be incapable of harboring some sort of darkness in her heart. Thus, Namine.
Just as Roxas, she was not created in the same way nobodies are usually made. If you reacal at the beginning of the game, Riku was asking Ansem about Namine's identity. It could have been that he did not know himself, and if he did he probably didn't want to worry him about Kairi's state.
Another note: Nomine in latin is a translation of "name". When the Org found her they had to call her
something....
