well since no one answered my question...well here is tha answer which was quite simple...didnt need much details
yes it is Neji
why?
well remember its a multiple choice test
so, sasuke wont be able to cheat since he will only be able to recognize circles using his sharigan thingy but not where the circle is suppose to go in the multiple choice
and dosu, he uses sound wave patterns to determine what the person is writing, so he will only hear the sound pattern of circles, he wont be able to determine where it goes (useless)
and naruto- he is stupid
and me- sweatdrop
so it leaves neji, who can actually look through a person and see where the circle goes, this time it was a 4laugh
im tired WATER PLEASE
