He would close his eyes after hearing Hysteria as his head rose up and he would grab the sword from his side and latched it onto his belt. The man's footsteps were slow as he stood beside the council woman and put a hand upon her shoulder and lightly moved the back of his hand to her cheek, letting his bareskin touch her's. "M'lady, you seem tense at this decision. Allow yourself ease in this place." He'd say while looking over to Elentiya and blinking with dim eyes. "It seems to strike a nerve in some. We are all here for the betterment of our people." He'd say as he would allow her to move his hand how she please while looking forth towards the empress to be and lifting his head a bit listening and watching for her reaction to the Baroness's words. "Trust is a commodity that many lack since the late Emperor's time around. Black and red dressEvelyn looked at the King of Phobos as he went over to the former Queen of Bellris and some surprise lit her eyes. She knew that at least Hysteria's son was his just from recent event but she was a little shocked that they were so close, she had never heard the former queen speak of the Phobosian king in any way. She would look over at the Zalton Queen at Herods words and let a pitiful smile come to her lips "Talk of the former Emperor will cease then for now, I believe it best that if any have grievances concerning his late majesty they can voice them during an open court session once things have reached some stability" she said softly. She would let her eyes linger of the young queen for a minute before looking back over at Hysteria "The lands of Whipwood mean nothing to me, I have no true familial ties to the place. I only request that you let me retrieve my belongings from the estate and sell the house, the land however rightfully belongs to Bellris" she said. What the Phobosian King said about trust made Evelyn sigh "Baroness Kai. Trust can only be earned and is based on how much one knows another. It will take my entire life time to make it so the entire Ethen peerage trusts me and another fifty to earn the trust of every person under the sun. Which is why the ultimate decision rests with you." Evelyn crossed her ankles underneath her dress "The Empires trust in Ethe is strong. We understand that even though Ethe is still on the mend and that it is still a Kingdom, and it is recognized as such. My faith in its current governing body, you Baroness Kai, is absolute. If I did not have any faith in Ethe I would have not entrusted my son to you this last year." Evelyn raised her chin slightly "Though our contact these last two years have I given you any indication that I am untrustworthy or incapable? Because the way it comes across to me, is that above all it must be you that believes I am capable. From their your people, Ethe as a whole, will give me a chance and attempt to form bonds of loyalty and trust"════ Love // Honor // Justice // Revenge

Queen Elentiya LlewellynMother of Princess Flora [age 2] and Crown Prince Edward [age1] Religious Patron and Devotee of Onera Elentiya relaxed some as the topic changed away from the Emperor, talking about him made her heart hurt slightly. She looked over at King Letho but said nothing, she noted the touch he shared with the Councilwoman and blinked a few times rapidly. She looked at Evelyn for a moment as she began to speak about trust and hesitated slightly before speaking up just enough so that she could be heard "Zalto has been lucky to avoid any conflict since the last change in leadership so we have been vastly unaffected by everything that has been going on." she said softly "The people of Zalto have always been very loyal to the crown but.... perhaps a public appearance would strength ties between the Kingdoms. After all the carnage and brutality the people will be aching for something to take the mind off of the grief that will soon be hitting once they travel back to the homes they one had only to find people they love dead and the buildings they once occupied gone, that and the nobles and royalty could do with some decadence to strength friendships." she said softly "Perhaps if the people take kindly to a New Empress it may be a sign of good fortune for the coming years"Hysteria Izadora BellrisHair Large BraidClothing: Dress of StarsMood: Cool Hysteria tilted her head slightly in order to lay her head into Herods hand as she brought up her own in order for it to clasp his. She would run her smooth pale skin along his hand and move her head just enough for her lips to touch his knuckles "Very well, but rest assured that Bellris will be the first in a long line of people to whom want a word about the atrocities the man has done" she said as she brought up her free hand to bring her long braid forward over her shoulder, letting the buttery blonde braid rest center of her chest and cover the largest white star on her dress "and I will allow you to claim your personal belongings from the estate, as to the sell of the house I will run by the council before you do so" Hysteria seemed a little less snippy now, she felt as if she had gotten everything she desired up to this point. When the young Queen of Zalto brought up a public appearance for the Empress to be Hysteria thought about it, it technically wouldn't be a bad idea. It would also place her in harms way so soon after the war. If any Drosselmeyer supporters attempted an assassination trouble would break out again and it seemed Bellris thrived on the misfortune of others. Hysteria would chuckle slightly "Some sort of appearance would be a good idea" she said, flicking her tongue out slightly in order to lick her lips as well as let it graze Herods fingers for a moment "Maybe when she is crowned she could be crowned outside so everyone can see, though its customary for the High Oracle to do so perhaps Ethe's goddess could be present as a show if support to the young Empress..." Hysteria trailed off as her eyes slowly traveled over to the Baroness "Which reminds me, I have been dying to ask. Why hasn't your goddess been seen lately? After the barrier went down its as if shes just vanished, did she return back to be with the rest of the gods or would she be available for such a thing?" (side note: She doesn't know what happened, she's just bring up a question since it is known that Ethes goddess did show up and then the wall just suddenly vanished one day and the goddess hasn't been seen since then, shes kinda just putting two and two together on the "well, something clearly happened" front)

Baroness Youkimi Kai
The baroness, like others in the room, was distracted by the interaction of the former queen and the current king. It was.... more affectionate than she expected for a meeting of the heads of state. And she found herself very confused and newly concerned. If Bellris and Phoebos always maintained such close connections, or recently earned them, did that mean Phoebos was also inclined against Ethe? It was impossible to know the impact of the decisions others were making behind the scenes, and this was not the place to ask further or to begin to disseminate her concerns.
"I agree." She offered her voice as her attention again returned to the conversation and to Evelyn. "Bearing in mind that even though you and I trust each other, I am not the one you need to convince. A sound way to begin to earn the trust of the people is to be consistent with both what you have said and your execution of those statements."
Unfortunately, she could not affirm that she would continue to support Evelyn, because in that moment, Hysteria had brought another topic to the table. It seemed a matter of curiosity, but the tone managed to confuse Youkimi further. Was she trying to earn ire or start an argument here? Did she feel more confident with the imposing king of Phoebos standing directly behind her?
"Unfortunately, High Councilwoman, no goddess is at my beck and call. If any deity were to appear for so important an event, it would be at their own choosing." Youkimi inclined her head humbly. "Were it to happen, it would be an impressive blessing indeed."

His hand was in her grasp now, and seemed to be kept close to her. Even at a point feeling her tongue, though as she spoke his eyes went across the room as he continued to rub down her cheek. He would feel the eyes look on them as he lifted his head up. "A public Ceramony with the other lords of land present would surely raise morale and comradery." He'd state from her words as he nodded at the gesture while his eyes traced the room. Though as he heard the words of Hysteria towards the Baroness, his eyes would close a bit as he put a free hand up in an apologetic gesture. "I'm sure she means no disrespect, M'lady." Black and red dressEvelyn took a deep breath and let out a tired sigh "I will be partaking in many public appearances in my life starting with my coronation which will take place at the Lionis Palace in the traditional way, being crowned by the high oracle under the god they see best embodies what my reign will be." she said to them all "I am not worried about what the stars might say is the most favorable day for such an event."Evelyn would lace her fingers together "What I lastly want to communicate is my plan for all of this which the basis is the route to stopping or slowing corruption within the court and returning the realm to a just state. Which in my mind can not be done unless all the leaders here vow loyalty. That is the first step of this plan which would essentially make it so that if one nation attacks another the others would help to end the conflict." she said "The rest of the plan which would ensure not just peace and less suffering but also a boom in each kingdoms economical standing is not even possible until that first step is assured and I am on the throne with the backing of all four Kingdoms." Evelyn looked at Youkimi "As Regent doing this is within your power and if I am still alive when one of the heirs come of age Ethe wont be held to your promise and instead the same will be posed to the next ruler" she said before looking at each in turn "With that oath also will bring an end to the tribute the Kingdoms have had to pay to the Empire these last two hundred years. Within ten years the tribute will be a thing of the past"════ Love // Honor // Justice // Revenge

Queen Elentiya LlewellynMother of Princess Flora [age 2] and Crown Prince Edward [age1] Religious Patron and Devotee of Onera Elentiya smiled some, glad she was able to contribute something despite the strange atmosphere in the room that seemed something between the lines of open hostility and several large powerful cats prowling around each other. If she had to give everyone a cat though she would probably give Evelyn a Jaguar despite her families sigil of four lions, Elentiya wasn't stupid despite how she preferred to stay in the background, she had noticed the shift the princess had done. The only male in the room she would probably say was more along the lines of a tiger, strong and muscular and striped the way a tiger was with a mix of darkness and fire, which was strange when she noticed the former Queen Hysteria's movements. Though she saw that the Phobosian King could probably win any war it was the way the former Queen seemed to be able to avoid and attack at the same time that made her think she was a Lynx. Which left Youkimi, she seemed the exact opposite of the King and Queen but no less dangerous, she had trouble placing her since she felt like the safest to talk to in the room. Maybe a Leopard the way she seemed to be able to flow between the conversations. It was an interesting thought when it came down to it and it would be the main thing that occupied her mind while the three began to speak again. Elentiya looked a little confused as to why Youkimi kept speaking about trust and she found herself raising her hand like a school girl "If I can suggest something to wrap up the talk on trust?" she said as she quickly pulled her hand down and folded them in her lap "The topic just seems to have been going in circles" she said, trying to get her voice to project a little more "If both parties would make a public declaration it would end the whole dispute. Since the tribute will be ended in ten years, perhaps if The Regent gave a temporary oath of Loyalty that would have to be renewed at the end of her regency when the heir takes up the mantle. During this time if the to be Empress made several publicly announced trips to Ethe in order to work with the Lady Regent it would have the people look upon both of you more favorably. The Empire would look less like the monster it was portrayed by my father and Ethe would look less weak to the Lionian people since both will be growing together in joint interest" Elentiya's eyes darted up to look up at Youkimi and Evelyn for a moment before looking back down "I'm not going to pretend I know what all the people think but its just common sense to think that neither country will be looked favorable upon by the other. The Empire did send help to Ethe right after the blast but once the toxic wall went up the Empire could no longer sent aid...Ethe may be resentful for the Empire's inability to act...and more recently when Solidon catapulted the dead over the city walls. The Empire might be a little spiteful for that" she whispered, staring even more intently at the ground "Even if Solidon was acting on its own accord the people of the Empire would have seen the Lady Regents inability to rein the rebellious province in as either weakness or lack of ability, something the late Emperor shared in the end" Hysteria Izadora BellrisHair Large BraidClothing: Dress of StarsMood: Cool "A pity" Hysteria said as she laced her fingers with Herod's as she dropped the subject, saying nothing more as Herod spoke. No. She hadn't meant any disrespect but she hadn't been being nice about it. She knew something was up. She hadn't put to much of her time into it but from what she had managed to gather the wall had gone down the same day the ethernal fire had gone out, something that wasn't at all a secret when it came down to its sacred clout over the Ethen people. She wasn't the only one that had heard of the massacre that had happened, the priests that had been killed. Anyone with half a brain and a knowledge of history could figure it out, doubly so for Hysteria. She had began her first reign when the fire had appeared, believed to be a gift from Agni when she had become the patron goddess of Ethe. For it to go out even for a short time as it had been those two days was something major and say what you want about Hysteria. She was not lacking in intelligence "A public appearance would be lovely" she said, seeming to tune out.

The plan seemed sound as Evelyn spoke of it. Yet... it was also interesting to recall the details of it. She still wished to be leader over the four kingdoms, yet with their support. She was correct in suggesting that as regent, she had great influence and power, yet as Ethe's first regent, there was great uncertainty and an uncertain precedence to the role. She acted like a queen when she was not.... the people were trusting her to stay true to her word. King Phoebos acknowledged that trust was hard to come by in the current political atmosphere. He also politely suggested that the High Chairwoman meant no disrespect.
It was polite of him to.... but Youkimi felt otherwise... if based on the blood that was still on Hysteria's hands. Though they were not at each other's throats in this moment, there was not much between them that could make them friends. How times had changed, indeed.... here sat Youkimi at the head of a kingdom that once asked hers for help, and now her nation bled from the war...
Youkimi was fond of tradition, in the security of what had worked int he past... yet holding to tradition had wounded Ethe in a way that could not be unveiled to the world lest it bring more shame upon those who had been hurt. Or so it felt. Youkimi felt that what she had been told in the strictest confidence should remain secret. The empire was said to have given help, as Zalto's queen pointed out, but the young majesty was ignorant of the manner in which help came and what that cost Ethe. The wall had not gone up for many, many months before Ethe needed help. Food was sent, yes... but only after....
Was it time to do away with tradition? Was it hindering growth, wisdom, and only putting her country in a position of weakness?
Youkimi took a slow and deep breath as she removed herself from the past and tumbled over the words that Evelyn chose. She was ignorant of her classification, or lack thereof, as a feline, though might have been amused by the concept if it was shared.
"If I may be so bold, your majesties, your excellencies, there is something I would propose on behalf of Ethe." She steeled herself, borrowing the cool and level confidence of her knights as she looked each in the room briefly in the eye before focusing again on Evelyn. "Let Ethe no longer be in the shadow of the empire's rule, but instead let us stand in the light beside it, as allies."
Lionis, as a state, was wounded by the war and by the violent squandering of a tyrant. In a poetic turn of events, they were the ones in need of help and assistance, in the financial aid to support reconstruction, and in incentive to help the people return to their homes, to their livelihoods, and to encourage rebuilding.
"Ethe has grown miraculously in recent years, and we wish to keep our independence and freedom without the threat of another in higher power taking advantage of us. If we are going to remove the tribute system, would it benefit us also to remove the divide between Lionis and the other kingdoms of our land? Being on even ground would also allow more generous giving by the people, who would help fellow refugees, families, and children return to their homes."
Having said her peace, Youkimi prepared for the inherent danger that always came with opposing the status quo. Where would this lead?
"Come and know our people as friends, and we will be at your side to strengthen you."

His mouth would exhale a bit as he nodded his head at her words. It seems the one with some of the least experience, had good input in his mind. And though his mouth remained closed, his eyes would leap around to each person talking and trying to a grasp on their ideals. His hand would grip Hystria's lightly. "It seems you have a strong view onthe situation before us, Queen Llewellyn." Though not long after his eyes would draw too the baroness as she asked for attention. His free hand would adjust his cape's collar and listened as she stated the growth and standing of Ethe. His mouth would crack a small smirk under the collar that he held it up. "I have supported your people for years, Baroness. I understand your words well, and to add upon that I would like to add." Herod's head would turn to the Empress to be and his hand removed the collar of his cape from his lips to show his frown. "Us as Phobos have lived in the shadows for generation, with one thing growing, and that being is hatred and fear. Other Kingdoms seem to still believe the tales that old Emperors told of us eating children and killing for sport. It will hard for people of the gilded city to be okay with a public appearance from me. Evelyn brought a hand to her head as she rubbed her temple and closed her eyes for a moment, bold indeed, and utterly impossible for her to allow "No Kingdom has ever been in the shadow of the Empire unless its leaders have allowed it to fall to such a state. My ancestors allowed each kingdom to keep its sovereignty, laws, and cultures with very little interference unless it was a straining matter so long as each individual leader answered to the Emperor." a little harsh even she would admit but she would not take back her words but it was true and almost every time a burden came up it was Lionis that took up that burden, but she wouldn't bring that up. Evelyn would put her hand down "It seems I made a big mistake requesting all leaders to meet at the same time as it is obvious now each individuals needs but be seen to secularly. Lady Regent, your desire for independence will be thought upon but in order for us to come to terms on this we must speak together at another date. This is not a topic for all ears to hear. Not to mention the blow back to both of us if this was to be allowed without some sort of recompense"The to be Empress would then stand up and clasp her hands in front of her "I will apologize for cutting this short but it seems that I must speak with you all far more individually. So I will leave you with this" she smiled at them all "I intend to conduct the policy, actions, and affairs of the Empire far differently then any of my predecessors. You have all seen how I lead in times of war, I am both fair and generous but also merciless if need be. I do not believe that the sins of the father should reflect on the son, or the sufferings imposed on by the husband have effect on the wife." her gaze went back to Youkimi "The late Empress, though you may not have any personal connection to the woman, is Ethen and perhaps only alive because I made sure to get her out of harms way in case storming the castle became a reality." she no longer looked at Youkimi as she spoke again "Now you will know me in a time of peace and you will all see what I am capable of in such a time. My time upon the throne will outshine the age of Bellris' goddess queen, the three golden eras of Zalto, the current rebirth of Ethe. All of which were once lead by woman or in Ethe's case currently has a woman at its helm. And if such times were great for the growth of the people back then then the growth within the Empire will be terrifying and divine with the resources I have access to" Evelyn would nod her head to them all before looking over at Herod "King Herod, I have something that I would like to discuss with you in privet if you have the time"════ Love // Honor // Justice // Revenge

Queen Elentiya LlewellynMother of Princess Flora [age 2] and Crown Prince Edward [age1] Religious Patron and Devotee of Onera Elentiya was surprised to be addressed by the King of Phobos and she wouldn't hide the smile that came to her face as she would nod her head before looking over at Youkimi when she spoke, she didn't see the reason behind wanting to be independent but that was from her standing. Ethe might have the power to actually do so. She knew Zalto couldn't do it. But before she could say any more the Empress decided it best to end the meeting. That was, well she didn't know what to feel about that. More things needed to be spoken about but the young Queen thought she was just taking up space. She didn't want to change anything between Lionis and Zalto without talking to her husband and she didn't have the experience to make such calls. She needed advisors. Elentiya would slowly stand up and give them all curtsy "thank you" she said before biting her lip. She wasn't one to normally venerate the gods but perhaps a stop by the Zalton gods temple wouldn't hurt "Excuse me" she said before taking her leave. What a minx to flirt with such a disastrous idea, but she would say nothing as she looked over at Evelyn as she stood. She had guts she would give her that, but one needed more then guts and an air of authority to pull of what she had just said. In order to outshine a queen turned goddess this little one would have to change from Empress to Goddess. The day that happened Hysteria would eat her own eyes. "Well. You will need a good court behind you in order to do such a thing. Not to mention the nobility will have to support you as well." Hysteria would slowly stand "I would wish you luck but I am doubtful that it would help coming from me" she said as she walked behind her chair so she was standing next to Herod. Hysteria would look up at her lover for a moment before slowly releasing his hand "I will come by later with Kyran, I'd assume you would want to see him after what happened" she said softly before she would stand on her toes and leaned against him as she gave him a kiss. "Until then I believe I will go speak with my goddess and pray for rain or visit Ecruos' temple and pray for fertile rivers, or visit the oracles tower out of curiosity" The former queen would say as she walked out of the temple of the goddess of peace, her guard would come with her and transform just outside. Hysteria would climb up the wing of the dark Phoenix and sit upon his back, the Phoenix would take off either meaning that Hysteria had lied and was headed back to Bellris or she was headed toward the oracles. That might have been either the most arrogant, prideful, or overconfident statement that ever graced the ears of the Baroness and last decedent of the Kai line. It was equally surprising and unnerving. There was also confusion evident in the statement, suggesting that no kingdom was in the shadow of the empire so long as the leader answered to the Emperor... the statement conflicted terribly with itself.
... Recompense... Youkimi heard. To make amends for loss suffered. In other words... polite vengeance. Had Ethe done harm by the empire? In the context of all that the prospective empress shared, it seemed less likely to mean the inverse. There was such anger and hostility in the words, despite the tone. The empress.... did she intend to use the empress as a means of negotiation, opposite to the lack of random that had been found concerning her son?
With that declaration, Youkimi's crystalline blue eyes hardened and seemed to hold an edge as sharp as her father's blade. Such a claim, this Regent could not support. Hysteria seemed to hear what Youkimi heard, but she seemed to react much differently. A chuckle came from behind the large hand she kissed, and Youkimi only imagined that there was a slanted smirk on her face. .... Surprisingly diplomatic. Youkimi expected Hysteria to take insult to that, yet somehow, she didn't. ..... Somehow... the blue-plumed phoenix couldn't read the high chairwoman. She wasn't sure if she ever was meant to, considering how different they were. In time enough, and after a word to the dragon of Phoebos, the high chairwoman excused herself also, leaving the king momentarily alone with Youkimi as Evelyn invited him back so that they could speak of private matters.
Youkimi then stood and bowed respectfully to King Herod. "Your Majesty, I did not have a chance to thank you for all of the assistance you gave Ethe. Thank you."
How should they begin repairing this debt Ethe must have owed them?

He would feel the lips press against his palm as he looked down to Hysteria who has a grin on her lips. He would blink slowly knowing the expression that she was making vaguely. Though even with that he would hear that the meeting was cut and the queen began to take her exit. His eyes watched her smile while going off to tend to her own needs. His attention was quickly pulled to his lover as she released him. It seemed he would be seeing his son soon, though as he nodded, he felt her lips press to his lightly while lowering his head. As she drew away, he would hear her speak of heading to speak to her goddess making his eyes close and nod before she left with her guards. The man would pick his blade from the table, putting it upon his side before looking over to the Baroness approach him. Herod would finish gathering himself and letting his arms under his cape, then addressing her. "It is no problem at all. Our community had grown enough to support those around us, we wouldn't want to see another people fall." He'd say while turning his body to her. "We're not the cold barbarians we use to be. . ." He'd tell her while pulling from his cape what seemed to be some sort of dry bread. He'd bite down on it before pulling a bit hard to seperate the piece and chewing. His eye winced a bit as he placed the bread back in a pouch before struggling a bit to swallow. "Sorry it wasn't as luxirious as other nations." Many would have taken that opportunity to try and add pressure to the nation, to convince them that they owed another nation. Youkimi straightened from the bow to focus a moment on the king. He seemed quite at ease, and spoke as though there was no difference between them. He was polite, civil, controlled... It was impressive and felt so very rare after all of the charged political meetings that she had been subjected to. Was it possible that they had an ally in their neighbor Phoebos?
"Your Majesty, every shred of help was a blessing to my people." Every ounce of it, and more than could easily be expressed from her. Unfortunately, it seemed as though she was keeping him from meeting with the prospective empress of Lionis. "I do not mean to keep you. If it suits lady Lionis, have her send a messenger to me when she is ready for us to speak. I will not be far."
She bowed again to the king. "If you have need of Ethe or if we can be of help, you will have an ally with us. I bid you farewell, your Majesty."
Youkimi began to excuse herself, and as she straightened from the bow, she offered Herod another grateful smile before she turned and left the place with her guards falling into step with her.
