Melvin rose from his seat, unable to continue the discussion with Chantelle and Mik now that the meeting started. He would see about talking with them later.
Standing, he held out a report in a binder. "I'd like to provide a report with the full update on the greenhouse. Everything from current inventory, the updated irrigation system, and a list of current food crops are provided. So far there has been no reports of any strange diseases or side effects to the plants." Then again, it was an adopted project until Rin came back to take over and create new ideas for the greenhouse. As it was, he was just showing that the greenhouse was maintaining its research and the funding that had gone into it. "I'll continue to grow other food crops in small quantities to see what effects they might have along with other plantlife."
And then as he set the binder, he held a slim report. "As for proposals, I would like to work on excavating the caves under the island by exploring deeper in the underwater tunnels. If these chambers can be cleared out of mermaids and other unwanted creatures, then progress can be made to make the tunnels stable for mining. Small barriers at the tunnel entrances, once cleared, can make it safe for miners to get larger resources than just small stones. I also want to see what is considered valuable to the indigenous enemies that guard the caves."
"Mapping of the caverns would also be covered in this project with use of sonar. Equipment such as an underwater drill and maybe more long-term use of diving suits for this would be needed as to not use up or damaging the supplies of the Sun department unless they would like to donate their suits to us."
That was his plan, and the only one he currently had clearance to ask at the moment. Following Jan's directions, he simpley had to continue as if he wasn't focused entirely on clone clearance, and despite his deepest desires to stand up and propose that idea instead, he knew it would press Dr. H too much when he already was humoring for observation sessions. For now, he just had to work with what little things he was good at.
He waited to see if this was even considered useful to the division leaders.

"Be careful, my dear, of what lies underneath this island," the doctor murmured before sighing. "You'll be granted an exploration fund, anything more extensive with require the cooperation of the other divisions. Make a sound case and there's a chance you may receive it. Next."

Sherry listened to Melvin’s speech, nodding from time to time. To her, those sounded like good ideas. Not that she knew much about what he’d said, nor did her opinion on what was good or not really matter. She wasn’t in charge of things like budgets. But she was greatly intrigued by the idea of mapping the caverns below. It brought to mind her own possible proposal. Something she wanted to do, but nothing she had brought up to anyone of higher standing yet. Sherry squirmed in her seat, wondering if now was a good time for her to stand. There was no reason not to. Her ideas were just as valid as anyone's, and she knew it. She absentmindedly itched at her finger. Bite the bullet and do it, she told herself. Sherry stood. “I’d like to request permission to start leading teams on research explorations off Island,” she said. “Small teams, taken to ancient ruins or places of power that register with minor Fear readings. The explorations will serve as research expeditions of these ancient places- I hope to improve our understanding of them. We will map, take samples, and catalog any findings.” She nodded, still fidgeting with her hands, having said all that she meant to. Sure, it wasn't quite the speech she'd prepared, but it got to the point a little faster.

The doctor smiled at Sherry, clearly pleased. "Of course my dear. Mr. Worth will set aside funding and equipment for your use." He paused for a moment before adding, "While this will likely require cooperation from other divisions, do try to limit the number of Death hunters involved. I hear they're very busy." He gestured for the next proposal to begin.

Felicia had been chewing on her lip for the last few presentations. It wasn't that talking in front of others got her nervous, it was that she didn't entirely know what she wanted. She spread out her notes in front of her, half-cocked ideas and not a one of them within her grasp, not for a year at the shortest. Every new engineer was given six months of ramp up time, but that was assuming that they knew the language, how the guts of things worked, and looking at runic code was like pulling apart a language, not a series of 1s and 0s feeding to a compiler. Hesitantly, she stood, trying to look shorter than her nearly six feet, weakly grinning at the doctor. (He was hot, too, a part of Felicia's brain noted. A silver fox. Mary, too, was hot in that swarthy, dock worker kind of way.) "Uhm," Felicia said, eloquent, looking bewildered by her own presence, "I w-w-was wondering? If uhm, I c-could get more h-hands on experience w-with the practical application of f-f-field runes? Like, uhm. Establishing p-portal drops, p-power grids, c-cell and p-pendant...service...?" She grimaced at her own trailing off, and closed her eyes with an internal sigh. Good job, Felicia. Good job.

Lawrence listened to the proposals of those gathered and saw no reason that despite being new to the division and trainee rank that he could not propose his own investigations. Waiting patiently until Felicia was through, he stood to his full unimpressive stature and said in a casual sort of way. "I would just like to state my interest pardner in proceeding in cosmetic research and human fear interaction if at all possible. Ways to induce weapons to reverse scarring and so on and so forth. It would have practical applications for both morale and the more unfortunate maiming cases." he smiled cordially and bowed his head in deference. "Of course I understand I would not be permitted access to live subjects at present, I merely request some access to the literature presently available pertaining to these subjects."
Chantelle had been watching the man talk with an expression which in no words at all said that she thought he was absolutely full of himself. When he was done, she stood and batted her eyelashes at H, giving him her biggest smile (she had worked extra hard on her makeup just for this meeting, for him)
"I like." and she bit her lower lip. "I don't know what I'd like to do, like I like working in the infirmary but like, I need to think of ways to like..spread my wings. Maybe I could write a book, a book about Life division. About the bad people and the good people. Maybe I could study vampires!"
This seemed to give her an idea and she sat down again, stealing a bit of Mikael's paper to write.
Mikael, evicted form his chair and still shaking with fear at the proximity of his father and clasping a pencil as if it was the last remaining lifeline he possessed stood, giving H a big, blue and frightened stare.
"I just want to build sandcastles." he said in a tiny voice.

Kiki cleared her throat, her hand in front of her mouth as she did so because she was a ******** lady. "I'd like to continue with my shifts in observing in the Surveillance room, and duties of Security in the halls. I've found it has increased my patience and skills of observation. Also, just as a side note, those caught making out in the halls are just super icky and I am judging them ever so harshly." She huffed, flipping her hair. The things a Princess had to endure! Honestly. "I obviously do not require funding, as these are only jobs added to my weekly work roster." And she was nothing but a humble trainee, too. "However, any additional shifts that are similar, I'd love to take on."

Dwight continued to studiously avoid meeting Felicia's eyes, toying with his paperwork until she sat down again. The doctor seemed pleased with her proposal though and nodded, "I believe there's several bases that would prove useful to you and visa versa." Lawr got a brief, "That is acceptable." Chantelle received an indulgent look and, "I'll have a typewriter delivered to your room. I understand they're quite in, these days." Chin resting on hand, the doctor considered Mik's request and finally nodded. "I believe it's time you learned how to apply runes to constructs, my boy. You'll learn how to build a great many things that won't wash away the tide." Gravely nodding the doctor offered, "I'll see that a spray bottle and air horn are delivered to your room. You'll find them useful in breaking up unseemly hallway displays."

Oliver stood up shakily. Somewhere amongst his colleagues there was no doubt a betting pool on whether he would throw up in front of the room or pass out completely, but for now he managed to take a deep breath without doing either.
"P-please allow me to perform a supervised study to investigate how we interact with our weapon bond at a neurological level, using brain imaging and cooperative cognitive tasks." The nervous, freckled boy leaned forward to offer a sheet of paper, a brief summary of the proposed research and it's methods. The paper fluttered lightly in his trembling hand before he set it down. "A-a more detailed description is available a-at your request."
"I-I would require volunteers who maintain a cooperative and verbally communicative relationship with their weapon, and access to fMRI machines and weapon golems. I already have a full hunter within the division who has reviewed my proposal and is willing to supervise my work." Although Oliver had managed to get this far with minimal stammering and no catastrophic nervous meltdowns, it was beginning to look like those with their money put on passing out might have the upper hand. As intelligent as he was, he had no confidence for presentation, and a terrible fear of rejection.

Alistaire's gaze moved to Oliver, and for a moment it almost seemed like he smiled.
Or it might just have been a judgmental glare who knows.

Ami watched the events with a mildly amused expression; a single step above bored, at best.
She was rather intrigued and admittedly, impressed by Melvin's breadth of work, though she failed to see how any of it would provide fruitful results. Still, she couldn't be displeased; he'd made quite a few strides since their conversation in the library, and Ami made note of it. Sherry's request was vague, Ami wrote it off with a roll of her eyes. Felicia continued to receive judgmental looks, but she was pleased to discover the girl actually had practical knowledge and wanted to apply it (she wrote this down on her notes, neat cursive- useful).
Lawrence had something of substance, but she couldn't help feel it was still in development; that would be because Ami had scars up and down her back and felt a sort of deal with it when people complained about their scars. Still, his idea had promise; it could possibly lead to surgical tissue regeneration, which was an interesting field in and of itself. It had her mind bouncing from telomeres to mitochondrial DNA, and the fact that it provoked thought was enough for her to consider it a useful idea. Chantelle and Mikael were flat out ignored, as their ideas were ... childish at best.
Otto was given her familiar soft look, but she frowned as he presented. He seemed so ... different from the person she remembered. (Ami had a very black and white sense of memory). The fact that he was merely watching the hallway dorms displeased her all the more. In her mind, that was a waste of time, especially when it was spent watching people make out. Still, he was her little brother, and she was prepared to defend him from ill made comments.
Oliver was a shaky little thing, and Ami made a face. People who looked like they were going to fall apart at any moment were never very high in her book. Then again, no one was very high in her book.
Mostly Ami was impressed by the Doctor's ability to entertain such ideas. Truly he was worth of admiration.
Seeing as a good number of people had gone, Ami finally stood up to do her little mandatory dance for the doctor without much fuss. Her voice was quiet, straightforward, monotonous. The way it always was. "I have nothing so marvelous to report as mermaid expeditions and scar regeneration," she began, somewhat mocking and somewhat congratulating the speakers for being interesting enough for her to note it. "However I notice there are many new recruits who might not be well acquainted with my work and I feel an introduction necessary. My specialization is library research assistance, though I have always been fond of the term librarian." Ami actually gave a small smile. "Should you need to learn ways not to kill yourself idiotically, I am available for your assistance. Should you desire to step on the shoulders of giants, I am here to provide stairs. The Deus libraries are difficult for some of you imbeciles to navigate. There is ... interesting information available and I encourage you all to seek it."
She gave the Doctor a look, eyes dark. We need to talk.
"That is all."

As he sat next to Kiki, Ever fidgeted and wriggled to root around in his back pocket until he found several rumpled-and-folded sheets of paper. He worried at them while other people talked, his cocky mockery fading to something a little bit worried, a little uncertain, trying to flatten them -- quietly -- against one knee. He didn't have much, and he hadn't been sure he even really wanted to put himself out there. When he stood, it was a jerky gesture, almost like he was fighting against his own body: coming to his feet and jerking an uncomfortable look around him as he did. He held up the papers. "I'm, um. I've been working on this horseman rune stuff, but we need more..." He rolled a hand, papers fluttering as he did. "I think maybe I could come up with enough words we understand to string'em together into a sentence, and...and maybe put them somewhere conspicuous in the HH. Maybe I can cultivate a...a penpal, to get a bit more information." It sounded stupid. He shifted, sat down all at once, and then stood again. "Oh. I don't need funding. Just permission, I guess, since it kind of sounds like consorting with the enemy, and also maybe tips our hand, just a bit." A beat -- and again, he sat.

Alexei took note of Oliver's proposal, brows raised at the young man. Firstly, he was surprised the boy didn't faint. Secondly, he was impressed that Oliver was going for something so advanced - there was a brain behind the tears and the pity after all. When Oliver was done, the older man tilted his head at him, genuine smile flashing for a brief second.
Lex cleared his throat, taking his turn to "present" his "research." Was it really worth the trouble? Probably not, but he supposed he was at least required to show something.
"Regarding the use of FEAR candies in the human world-" Lex started, standing up and fixing his tie slightly, before passing a thin sheaf of note laden grid paper towards his superiors. "We've found that an overdose leads to a temporary gain in strength, stamina, and aggression." His tone was straight to the point, a practiced smirk playing with the corner of his lips. "However, as the, er, 'high' wears down, the user begins to experience internal bleeding and eventual heart failure."
A brief pause, Lex making a quick glance to Ami, anchoring himself. "I intend to look further into what the candies can do to humans, beyond an overdose. Prolonged, controlled exposures. Interviews while subjects are under the influence of the candies." A brief look to H, then Mary. "All I'll need is access to a small office, and clearance to temporarily remove three subjects from their daily lives - it should only be a few days."
Lex nodded, then sat down with folded hands in his lap and one leg crossed over the other. Now to see how much rope the Doctor would give Lex with which to hang himself.
