well its obvious that control freak is the strongest 3nodding *thatsnotjustbecauseilikehim*
but really the weakest is probaly kitten she had no power but is still a villian only because of her father...that counts right?

I would say Dr. Light. He's mostly used for comic purposes and rarely has a episode to himself. He's usually used as an intro to some other occurances.

But Kitten had power in her voice. She had her daddy bitched. 3nodding She wasn't weak, and she sure had things planned out well when she did deal with the Titans. I think the weakest was the french dude that Titans East picked up that one time.

Vanaran Green I would have to say the Tofu king... even though he did manage to nearly take over the world's cows... he was defeated by a fork and some soy sauce ^_~ Oh yeah! He was in the episode where Beast Boy had to work in the Meaty Meat restaurant in order to win a moped! He was so uninfluential and corny, I nearly forgot about him (or should I call him 'it'?)! Yes, I think he/it deserves the prize for weakest villian of Teen Titans.

Here's a list of who I think could win the title for "Weakest Villian" and why (not in order):
Tofu King: He/it was a block of tofu-like substance barely the size of my hand. He/it agreed to help Beast Boy save the world only because he threatened to eat him/it with soy sauce. At the end of the episode, he/it was eaten by Cyborg, who was was hungry and thought Tofu King was just a regular snack.
Kitty: She used the power of her mutant father to blackmail Robin into taking her to the Jr. Prom, nearly forcing him to kiss her. Even the silliest villian can think of a better thing to do. She also has no superpowers beyond her ability to yell, and apart from a scene in the Brotherhood of Evil arc, only appears in one episode.
Control Freak: He's just your sterotypical couch potato, nothing more. While it's true that he can make electronics come to life, the results of his powers are usually more silly than they are powerful. When the original Titans group left Titans East in charge of the T-Tower, Control Freak didn't even make their "Bad-Guy List".

I think the weakest was the french dude that Titans East picked up that one time. Yeah, Kitten kicks butt! If I didn't judhe best villion based on hotness over bad assness kitten would be at the top. Plus don't forget she gave us the the plesure of Robi-poo in a tux! Did anyone ever notice that when he takes off his tux he is wearing his super hero get up underneath, even though he clearly isn't wearing gloves while the tux is on?
