Umm... the biggest thing for me was the time limits... it just seems so tedious... I think that things should be determined by writing skill and activity, rather than just how long a person has been here.
The rest of it... as long as Shinigami realize that the average Arrancar is beyond a vice captain (at least that's my understanding, correct me if I'm wrong. ), there shouldn't be a problem.

We're absolutely in agreement. This has been the sentiment from the beginning. We will not enforce a time limit but rather we will watch new Aduchjas and pick out people who are deserving of a boost up to the next level.
2 months is the hard cap on Aducjasing. That's all. It's the YOU ARE BEING AN ARRANCAR AND YOU WILL LIKE IT point. Unless of course the writer is so abominably bad that they're not ready.
However we rarely see that and haven't see that among the current Arrancar.
The average Arrancar being at Vice Captain level is tenuous. I'd say anything of an Espada level definitely. Which I'd consider anything past the Soldier Ranked Arrancar (We're changing up the naming system actually. I'll get on that.) would probably be Espada level and so Vice Captain Class.
I've been told the second highest ranked Hollows are at least 1st to 4th Espada level. I wouldn't finalise that though yet.
