I'm here to make sure I'm not missing any angles or aspects.
And that is what I am pointing out- that other people may join the group- but be a little put off by you restricting what they wear when. I mean- are you going to demand they change their undies too? If not- then magically it's inconsistent with what you said about bringing energies in. If you do- how much personal control are you going to exert over members of the group?

If people are put off by such things, they have the choice to not join the group, just like with any group out there. If people don't like our beliefs and decisions, they don't have to join us. We shouldn't have to change OUR beliefs and practices just to make sure the group works for anyone who comes along.

I really don't want to get into the specifics of my beliefs, I don't feel comfortable talking about them with people I don't know. I'll try and explain the basics of it, without getting into details. There's a lot more than just energy to consider in this decision. We want to create items, such as ritual garb, that will only be used within the group to enhance certain aspects of our practices. A major reason for this is to strengthen group unity. No, I'm not going make people change their underwear, but that's not something that we're going to be working energy into either, nor is it something that is visible so it wouldn't disrupt the symbolism we're going for either.

I'm not here to work out the details of each "rule" or guideline. I'm just presenting the ones that we're working on to see if there might be anything else we didn't think of. We might decide against certain ones that I've posted. Mostly, I'm looking for ideas for rules that I might have over looked. Not to have the rough draft picked apart. The dirty details will be decided by the group. You've stated why that rule might cause issues, and I appreciate you input but I'd really appreciate if we could move onto something else.

I think you're missing the bigger picture I'm trying to explain. Even in the coven I'm seeking with, which is Gard, there's discussion and accommodation for people.

Maybe including an outline for flexibility and encouragement for people to bring any concerns and questions will offset the issue.

Here's a basic idea of what will probably happen on a Sabbat when ritual garb is worn, so you'll hopefully better understand where I'm coming from in this.

Before were put on the robes, we will do a group cleansing, to rid ourselves of any lingering energy. Specifically, to get rid of any energy that lingers on our clothes in this instance. We do not want to cleanse the ritual garb, because we want the robes (or whatever the ritual garb might be) to be able to soak up the energy we create in ritual. In making sure we only wear them for ritual, we are able to control (for the most part) what kind of energies are put into the robes. We could allow people to wear them in, but that would then require us to cleanse the robes, which we don't want to do. Because we will do a group cleansing, wearing clothes underneath will not be an issue. (if people choose to wear anything underneath)

I don't want to get into the details of how we will do all of these things, but I think that explains it well enough.

We're already working on something like that. An area on our website, and a way, to talk about changing, adding or removing rules. As well as working on a way that people can voice their opinions or bring forth any issues that may arise. (a brief bit of that is in the "rules" that I listed, the long list) However, we are not about to sacrifice our own comfort so that we can simply get more members.
