What has a key but can't open locks? A Keyboard or Piano has keys put a keyboard can be used to type passwords which is a kind of lock and there have been musical locks that playing a piano can open.
Monkeys and Donkeys have key in their name but I honestly think that a monkey is capable of opening a lock if given a key and a donkey could just kick open the door and not worry about the lock.
A Map has a key, also called a legend and I know of no way it can open a lock.
