Correct, Isadora, but I was not referring to laguz in other worlds...
Learania is not the only place people appear in and that includes laguz. They undergo the same treatment as they do in Telius, except for in Learania and in Sentria, since the bandits just don't give a damn.
What prominent thing does Lord Zeon's house do?

*Also, Lord Zeon demonstrates the shielding magic at the very beginning of tGES, so that was a hint.
