Carnevale is an Italian holiday where everyone dresses up with masks and run around doing crazy s**t. Kind of like Halloween. And apparently there are no police on this day because the police are in the fun. XD
So it's not so much cirque based.
Which also explains why all the names are in Italian. [[Or at least sound Italian to the Asian. XD]]
