That's like limiting the number of times you're allowed to run. = 3=
Lol. 10-15 Shunpo. A Shunpo is equivalent to one step; it took Yoruichi herself about 200 Shunpo to get to Sokyoku Hill from the Senzaikyu after taking Ichigo away from Byakuya. Of course, she was out of practice and thus used more and got tired faster. Quote: Shunpo (瞬歩, Flash steps), a movement technique that allows the user to move faster than the eye can follow. The focal point that determines the basis of this technique is speed. As speed is the main point of the technique the method is best characterized by how fast one can get from point A to point B in the least amount of steps. In conclusion; the slower you are, the more you use. It's the exact opposite of what you're thinking. rofl

For your idea to work it would have to be based off the Endurance stat Ichi. You're basically saying to include a fatigue effect or something, right? If so then Endurance would be what determines how long you can run, how many times you can shunpo in rapid succession, etc. without tiring yourself out.

Which begs the question; are you seeing an overuse of Shunpo, so much so that it warrants this kind of limitation?

Senka, Shunkō and Utsusemi now have refined requirements. Changes are in bolded red. Senka (闪花, Flash Blossom)
Description A special Shunpo technique where one moves to their opponent's back, directly attacking and sealing one's "Saketsu" and "Hakusui" in one strike. The movement is so fast that an opponent may not be able to tell whether he was attacked from the front or the back and even an outside observer may find it impossible to tell what the movements are. Requirements
Captain Commander, 6th Division Captain, or 11th Division Captain (w/ Zanjutsu) 10/10 in Agility 12/10 in Zanjutsu - Swordsmanship
Shunkō (瞬閧, Flash Cry)
Description An advanced technique that combines hand-to-hand combat and Kidō energy to explosively increase a Shinigami's offensive capabilities. A high-pressured Kidō surges throughout the user's body, enhancing their arms and legs for battle. The Kidō itself can also be controlled and fired at opponents from the body. Shunko adds +2 to Physical Strength - Strength during it's use, which is a total of 3 posts. Requirements
Captaincy 10/10 in Kidō 12/10 in Hakuda - Offense
Utsusemi (空蝉, Cicada)
Description Way of Onmitsu, 3rd of the Shihō. It allows for a movement at great speed, leaving an afterimage behind by sacrificing an article of clothing. Requirements
Captain-Commander, 2nd Division Captain, or 10th Division Captain 12/10 in Agility - Hohō.
