It'd be great to have the Inners, but I'll allow Otaku Senshi (with REASONABLE power, none of that obviously could nuke the universe calibur power without an equal drawback, for example)
I mean, you're against a normal human and a bunch of robots (granted, some with powers). Would you NEED to blow up a planet?!
As for caps... I'll be violating my own, playing nearly all the enemies, but try to keep a level amount. I'd say 3 if you MUST...
