Vash placed a book on top of about 6 kunia he had strategically placed. "The kunia represent what holds the village up Tomatsu...." Vash pointed to one of the blades "This is were we collect are money to keep the village funded. People who trade with us include other villages, small towns and local crime organizations" Vash removed the kunia and watched the book move slightly. He then pointed to another "This is the merchandise we get with the villages funding.....But sadly, we no longer have this funding." Vash removed the blade and the book fell to the desk with a thud, scattering the kunia all over. "The village is no more...." Vash put his hands behind his head and reclined a bit. 9 Tails-(That was cold boy. Words like that never come from your mouth....You must be wising up a bit.)"we are going to advance are village with a new squad of ninja. A 3 man cell that will lead this village into the new age."

Tomatsu sets up the book and kunai with some modifications. setting a sheet of paper underneath the kunai.
" I understand well enough Lord Hokage, but find your argument illogical. you state crime organizations, while frowned upon by the general population, they are a business. in it to make money while causing as few waves with the athorities as possible so they can continue to make money. They are concerned with the long term. bandits and there like, on the other hand, are simple creatures. they take what they want and kill any who get in there way simply as a matter of convience. what would happen if those bandits attacked a supply caravan or foreign dignitary? would they have taken a cut and let it go on its merry way? No. they would slaughter the guards and caravaneers and taken all of the supplies that our village might need or slit the dignitaries throat for the gold he wares. leading to an international incident where our nation and in turn our village get blamed for lack of control of our territories. bandits and dangerous criminals my lord undermine all of what make society work."
Tapping the sheet of paper under the kunai Tomatsu states with determination
"they need to be removed before they can do any damage to the village, no matter how inderect."
with a deft pull Tomatsu removes the sheet. leaving the book and kunai standing tall. a smirk crosses Tomatsu's face for a brief instent and he says with a slight smerk.
"also with the reasearch provided by Kazehara-san we are in posession of tech that no other village has at the moment. we could sell the flawed suits with encoded seals for a substantial profit while researching better designs for ourselves, so we make a profit while maintaining a superior edge over others."
Deflating, and kneeling before his Lord, Tometsu then states,
"Regardeless of my opinion, you are Hokage, Lord Vash, and I will always protect you and Konoha so it can be that much better when it comes time for us to retire. Now, my Friend, Tell me of your plan and how I might be of service to you and Konoha"

Vash smiled and removed himself from his seat. He then started to walk over to the bookshelf as he started to talk "You still are kid Tomatsu. You always want to do what is best for all of us no mater what." Vash removed 4 more large books from the shelf. They each had a difrent village logo on the cover. The hidden mist, sand, rock and rain. "Tell me then Tomatsu, what happens when you turn on the current? What happens when you destroy the order, the natral flow? Vash raised the books over the other one displayed as the hidden leaf. "We live in a cycle of life. The bandits are a part of that life Tomatsu. The role that they play looks small to you, but you are not seeing the light. Not only do we use them for a part of are trade, but so do other villages." Vash dropped the books, crushing the other one under them. "You don't get to play god, the order is set in stone no mater how you play the game. One wrong move and we can be crushed. When we helped that girl, we waged war on that organization. And when we are at war with them, we are at war with the people they are owned by. And when the village that was expecting to get their armor does not receive it, then they will fight us for interfering with their village. Tomatsu, darkness is a part of everyday life. The sun brings us light, but man creates shadows that spread like fire. But the Light and the darkness will always be there, they can't exist without one another." Vash picked up the mess he had made and put it all back. "Zeus Uchiha, Tael Toragashi. They both are candidates for this cell. Zeus is a one of a kind Uchiha, he has mastered his eyes at such a young age. Tael is the last of his people. The Toragashi clan were well known for their ice element chakra and chakra sensing ability's. We will need to locate another Toragashi. That is were you come in.

Standing outside of the room, Tael crossed his arms waiting to the side, thinking about the mission he was going to be sent on in a little while, he only smirked. He was thinking about how quickly he had risen through the ranks and how his family would have been proud of him, slowly his smirk faded away before his face went blank and serious. Now was the time for Tael to figure out his plan, so that the mission he was going to be sent on could be successful. Once the woman he was supposed to escort had arrived he was on his way.

After his long absence, Tael had returned from a very successful misson indeed just as ordered, Ms Yuki was delivered safely to the spring village, he had gotten all the information required on the armor and seal, written down on documents from her and the old man himself, he had also managed to convince them to send a prototype on the next trade route plus earlier on he had taken care of the bandits aswell. Upon approaching the door, Tael gave it a soft knock before entering, once inside he closed the door behind him and took off his mask before bowing "Lord Hokage..." he said loud enough to be heard, his tone filled with the utmost respect, though he had cuts on his face with some slight bruises, he tried to hide it with the hood over his head.

Vash raised his eyes from the papers on his desk. He was looking at the new ninja in the academy as he noticed Tael. "You are back, I take it that you finished your mission."

"That i have..." he said in a low tone before reaching back into the large pouch that rested upon his waist he then gently dropped a folder on-top of his desk, containing all the information required. Ontop of that was some more information proving that the bandit leaders had traces that lead straight back to the Hidden Mist Village, there was also a sample of the material that the armor was created of and details of when the prototype would be sent, all within those papers.

 Rai Uchiha "I won't go quietly..." The walk to palace didn't take very long. After all the academy was not far away from the palace anyhow. Rai of course grew tired now, but he could still walk and maybe even run a bit. His chakra was coming back slowly but not fast enough. Luckily they weren't in enemy territory, otherwise they would have some problems. After being assigned teams they would begin training, hopefully the next day. "Were here aren't we?" He said pushing open the door in to the palace.

 "Come on, come on!" Kotone pulled Rai along by his arm, all the way up to the Hokage's office. She ignored the frustrated cries of the receptionist. Sure, she could make an appointment with the Hokage like a normal person, but that would just be a giant waist of time. There was stuff to do; stuff that included being put on a team and going on missions to kick butt and help people.
"This is gonna be great!!" Kotone released Rai's arm, skidded around a sharp corner, and ran up to the Hokage's office door. Instead of using her fist to knock, she used her body, unable to stop due to her speed. She made impact with the door, causing it to burst open. Kotone tripped over her own two feet and kissed the floor seconds later.
