B+ ranked swords? I don't believe we've ever given a custom weapon any sort of power ranking. Besides, the plus (+) ranking denotes a ninjutsu/genjutsu that can only be learned at that particular level, it does not increase its power..........unless you were referring to B rank and up, as I realized while typing this.
"He also shows knowledge of various jutsu and their effects or drawbacks." This sentence is far too vague, and hints that he can perform other ninjutsu/know what to do to counter enemy jutsu.
The actual transformation into a staff needs a chakra cost as well. Changing back into monkey form, however, can be performed without cost.
"When used for defense the enemy has no way of attacking." No way of attacking? I doubt the prison wall would stop, say, a torrent of water from going through the cracks. Some physical attacks, perhaps, but the enemy will have a way to attack anyone using the prison for defense. Also, when in multi-staff form, does enma retain the ability to lash out with his claws?
Also, please note that a personal summon cannot grant the summoner a sage form.

Excuse me, guys? The first post in the official summon thread contains Enma already. As the boss of the contract in fact. Having a personal summon duplicate would be an insult to anyone who went to the trouble of obtaining the official contract.
That said, the one we have is most likely, as was everything from that era, badly defined, so if you want to rewrite the existing summon, that should be fine.
(Side note: Should the defense technique say the user has no way of attacking? It would make much more sense.)

However, since no one currently possesses it, and this has been written out better, I'm willing to see if this can simply be a personal summon. It COULD be a new addition to the monkey contract if Panthers wishes (Panthers, if you want this to be part of the monkey contract, just say the word), but I'm willing to see how it goes as a personal summon.

Description:
The Dosujaggi. is the head of a Jaggi pack. At a certain age, males leave the pack to live on their own for a period of time before returning to fight for the right to be a leader. They have a very commanding presence. It is said they can call and give complex orders to their pack with their howls and barks. This creature is four feet tall and only a single one can be summoned.
Highly social, carnivorous bird wyverns found in large packs. Young Jaggi males hunt in groups, attacking much larger animals. Current research suggests they operate under orders from an alpha male. Aggressive but wary of fire. These small raptors are around two feet tall, and three are summoned in the original summoning. More of these small raptors can be summoned for 1 CP each.
These creatures, as hinted at above, are wary of fire. They will not approach fire; the smaller ones, the Jaggis, take + 1 rank damage when hit by fire jutsu, and the larger one, the DosuJaggi takes 1.5 damage more from this type of jutsu.

Description: In this first stage of the rage the Dosujaggi moves it's frill to the side, sending a burst of chakra throughout the body, raising it's physical power by .5 rank [ Physical strength, defence and speed ]. Can only be used once per battle. This only affects the Dosujaggi.

Description: The second stage of rage the Dosujaggi takes in a deep breath, bears it's fangs and growls at the enemy, moving it's legs and stomping them on the ground. This act pumps up the young Jaggi and gives them a .5 rank boost, as well as giving himself a .5 rank boost as well.

Type: Ninjutsu | Supplementary
Description: With it's frill now extended to the sides, the Dosujaggi will release a chakra-filled roar that raises it's physical power, and the summoners, by a rank. This is the only technique that affects the user.

Description: The Jewel of the Desert is a necklace with a small sand clock as it's center piece. In the legends of the Ancient Sunagakure, the jewl of the desert is an object which is said to have the Ichibi's chakra within it, and gives the desert it's vitality. In reality, the Jewel of the desert is a mith to everyone except for those who are diciples of the Ichibi or belong to Axel's family. The jewel creates a small sandstorm around that whom wears it providing the user with a source of sand.
Added to this the jewel also allows the user to use two techniques while it's active; these jutsu are drawn half from the Jewel's chakra, and the other half from the user's chakra pool.

Unlike the Ichibi's neatly placed barrier, this jutsu looks more like a sand splatter that is able to stop only C rank jutsu [ save for Suiton which are D rank ] that go at C ranked speed.

Range: 5 meters around the user
Description: Axel holds on to a single seal with one hand and with the other she does the hand movement mimicing the sand burrial. Sand shoots out of the necklace in a circular motion aiming to flank the target and surround him with sand. Once surrounded the Axel will move her hand upward, making the sand rise, but instead of crushing the target like the regular sand burrial, the sand will rotate in various directions giving the affected person various cuts, wounds and burns due to the movement of the sand.
Summoning Cost: 3 CP
Notes: This necklace does not count toward the number of summonings that Axel can do.

For Ichibi's grace, you say the sand is in a scatter formation. What if a Fuuton Jutsu was used? Would the sand temporarily scatter? Same question for Ichibi's wrath.
One Chakra point to summon one of the little raptors? And they're two feet tall? Thats the size of a genin summon. 3 Points each, 10 to summon the pack. Those numbers don't include any chakra reductions you may have.
Three different instant power-up moves are the dosujaggi's only jutsu? Denied.
I don't think I've said this enough: SUMMONS DO NOT INCREASE IN POWER ALONGSIDE THE USER. If an A rank summons a D rank, that summon is a D rank.

The pact itself is the chakra cost dictated there; the talent itself says that summonings may be summoned as a pack; 1 CP for each raptor; 2 for the larger one. And they can't be done in the same post; they must be done in order in order to be even used. And well most of these summons would be linked to the user the moment they are signed in a pact; the fact that they grow with the summoner is just to provide tangible specifics power and speed wise. Edit: I want the little ones to be the size of a regular velociraptor, so woudl lowering their size to 1'6 help? Edit once more: also these things have a natural weakness to fire; do i add it into the description even though it's hinted at?

Just because your Talent says a summon can be summoned as a pack, does not mean that chakra costs are reduced at an insane degree. Let me give you a relative size chart to chakra cost. Note that this does not factor in possible abilities the summon possesses, which may or may not decrease size allowance. In addition, if you start to think "hey wait, gregar's snakes are bigger than this," keep in mind that constitution wise, snakes have nothing but length, and thus, are allowed to be a bit longer. Yes, that sounds biased, but its based on a logical principle.
E- Egg/baby, up to something incredibly small, about 1 foot at max.
D- 2-5 ft
C- 6-10 ft
B- 12-15 ft
A- 16 - 30 ft
S- Boss summon. If you've seen the show, you know the relative size.
Now, what you're asking is to summon a C rank summon with abilities and a few D ranks, for 4 points? Combining this with your talent and the Summoning Specialist Shinobi Type, that would lower the cost even further. Yes, I realize your talent makes you a master summoner, but you still have to be sensible.
Yes, please add in more about the aversion to fire.
Forgive me for making you wait so much.

Can I add, that while it is described to possibly have some of the Ichibi's chakra in it, an inanimate object does not have it's own chakra, nor the ability to cast jutsu of it's own accord?
Simply put, the necklace should have "Charges". A certain number of times it can be used to activate it's abilities. The wielder/wearer/holder should still have to pay for the jutsu, simply using the necklace as a focus. As it's set, it can be used to perform those jutsu quite a number of times. In fact, all of these summonings have large supplies considering they're added support for a genin.
