So I thought I was deploying and stopped caring about this place.
Now I'm staying in the states, and this guild seems dead.
Who is in charge of the Arrancars, both IC an OOC?

Well, none of you post and nothing seems to please you, so no one at the moment. And I wouldn't really call it dead. It's active enough, compared to the number of members.
