You guys are crazy overestimating the levels. These are around the usuals: Academy 1-2 Chunin 3-5 Jounin 6-8 Sanin 9-10 Kage 9-10. If you are a specialist I assume you would be a little over it. Kages are strong enough to be 9-10s in a couple forms. Dizzle you would be like:
Ninjutsu: 5
Taijutsu: 8
Genjutsu: 3
Tool: 7
Bloodline: 7

Speed: 8
Strength:7
Stamina: 7
Skill: 7

And that is me being reasonably nice :S

I actually think it's more like this:

9-10 Sannin & Kage (Because Sannin are "Kage level")
7-8 Jounin (Jounin are the elites so it'd be a higher number.)
5-6 Chunin (Because they are the basic ninja they'd go in the middle )
3-4 Genin (Low level shinobi so they get the lower numbers)
1-2 Academy (Obviously they're beginners so the best they could have is a 2)
