if the inactive people have roles, like gods or something, strip them of said roles and just leave them as inactive players. and if they're still inactive (as in, a week or month later, depending on how nice you're going to be) ban them, and tell them if they'd like to try again, they're free and able, but they'll have to post or it'll happen again. This way, you won't have roles not being played or filled, and if they actually care, they can come back and maybe end up being something amazing. :3

For Each Offense (Related to not posting within a week) :
1. Warning
2. 1 - 3 Day Temporary Ban
3. Removal of Major Role
4. 7 Day Temporary Ban
5. Permanent Ban
If they are allowed back...:
1. 1 - 3 Day Temporary Ban
2. 7 Day Temporary Ban
3. Permanent Ban
Just my own little chart that may work. It's fair, strict, and more than likely effective.

Well, most people join with expectations for the guild they're in. Like, easy to slip into the swing of the current RPs, having stuff going on, etc.
I know that, when I join a guild, I'm looking for something to DO. You can't just expect members to do stuff all by themselves. They need prodding, and stuff to react to. Like, a hydra practice battle in the woods, or a fighting tournament in the arena. You should compile a list of interesting things that you could do, as well as get a main event going for the guild. Also, you should have multiple quests running, with organization and a set plan to follow. I could help with any of the above, and I'm sure your crew would be plenty able as well...

You could also just give out random quests, like:
-Get a golden apple
-Find Aphrodite's lost girdle
-The Ant hill in the forest (From the bronze dragon short-story)
-One of Haphaestus' defective automaton is on the loose
And a few events could be...:
-Pranks are happening all over camp
-A valentines special with Eros (Eros lost (Or someone stole) some Love Arrows, and someone is shooting them at campers, causing them to fall in love with stuff all over the place.)
