Hojo, hands down. If it weren't for him and his experimentation, nothing in FF7 would've happened, because Sephiroth would've never happened, and I think Sephiroth was driven over the edge by never knowing about his past until he saw his 'Mother'.

I have GOT to go with Tonberries on this one. I mean...they're evil. They distract you with cuteness. You know, their butcher knife and that little lantern and that adorable tail! ^_^ And then they *Doink* you!

Jenova started it all, but Jenova is just a beast, trying to keep alive on instinct. She wasn't an intelligent being, just an alien. Although she is evil in a way, seeing from all the planets in the world, she choose Gaia instead of one that had no life.
But the real evil, I think, is Shinra.
Shinra is just like any other coorperation, but they took a few steps too far in greed. Just like a dictatorship of sorts and their hierarchy was horrible. The rich and lucky get to be on the top plate, but the worthless and poor are below the plate.
Then they, knowing it harms the planet and destroys it, take the lifestream and turn it into energy so that they can live comfortably. If anyone got in their way, they 'disposed' of them.
Shinra made Hojo who he was, giving him the opportunity to be evil and experiment on humans by probably kidnapping them from below the plate.
In turn, Hojo experimented on Sephiroth, who in turn, tried to take over the world. Which is where we get FFVII.
I guess I might be wrong, but that's what I think. -shrugs-

Jenova started it, Hojo messed around with it a bit, but Sephiroth took control and did the dirty work.
If I could still vote then I'd vote for Sephiroth.

Jenova was the villain of that game so was sephiroth but i think what started the evil was vincent
even though hes a hero hes responsible for everything
sephiroth was the central villain but vincent did most of the evil
1. created sephiroth (no duh hes his daddy) 2. he inherited the chaos' protomateria and ddnt even use it for the good of man-kind till reely far into the game

Hmm...I do see your point, except that Vincent ISN'T Sephiroth's father. Hojo is. Hojo even says, before you fight him, that he's giving energey to his SON. Yes, Vincent could've stopped everything. He could've stopped Lucrecia from going to Hojo, but instead he acted too late and ended up getting Chaos inside of him.
