Thanks for pointing all of this out, bout to take that rule out ^_^ but sealing jutsus count as another element just like medical counts as another element. See, I'm nice to reason with, no need to throw a hissy fit
Oh and yes please make a thread with your customs so that it's easier to look at

Lol coolness. ^_^. Wait... how many elements are Kages allowed? Only three? I mean I know you learn another at Jounin... from the starting two.

3 elements, 1 at academy, 2 at chuunin, 3 at jounin. Though clan and bloodline elements don't count. The only ones that count as elements are: Fire, wind, water, lightning, earth, medical and sealing
But if you have a bloodline like Hyoton you can have say Medical, Wind, Water and Ice. or Fire Earth water and wood for mokuton

I don't see how it's a problem... I think it's fine where it is, chidori was developed separately from lightning jutsus in Konoha... so it would be universal, though the element is lightning.

I thought the point of universal jutsus was that they had no element, it's not like only the cloud village would have people that can use the technique, but it is supposed to be a raiton jutsu

Hmm... so let me ask you this, Blue, are we able to learn jutsus that are not our elements? Naturally if this was allowed... then we would use more chakra, I mean it has been done before.

Ninja are capable of learning elements they don't have an affinity to, the only drawback is they have to work harder [I.E use more chakra and train harder than they would for their normal element] to learn the new element. However most ninja either dont have the nessecary skill, time, or training to utilize multiple elements and it would also mean they can never master elemental ninjutsu.
At least thats what I think.
