1. The only reason it is S-ranked is due to the amount of Chakra it requires to set into motion. This is also the reason why this is a Sai-specific technique as very few people would have the amount of chakra he has to utilize it. If you look at the skill, it's not really damaging at all, the most it can do is bang you around a water column and spit you out...so it's not your typical S-rank.
...in regards to the elemental portion, that makes sense, I can incorporate those elements into it. How about we say that a sufficiently large jutsu of A-level (or large earth jutsu of B or higher) that hits the column, can destroy a column (by disrupting the chakra flow within it) , but will not pass through it.
How does 10 columns for 10 posts sound to you? [I'll make the edits so you can see them in the technique's post]
2.Well the idea is that with the kick, it is the transfer of the wind and chakra that adds the power, so I don't know about the leg itself being tired, but I can see the need for it. We could have it cause fatigue in the user's leg, perhaps slowing movement speed down for 2 posts? If you missed the attack, you would lose the wind effect, but suffer no penalty to movement, (though you did use the chakra). [I'll make the edits so you can see them in the technique's post]
3. What part don't you understand? I thought I was pretty clear with it, but its my bloodline, so it probably makes more sense to me. In terms of a visual effect/use ...think Shunpo (or Flash Steps in English translations) from Bleach.

Use: Public , can be utilized or learned by anyone.
Range:Short, 0-5m ... Medium, 6-10m
Type: Ninjutsu
Element: Fuuton
Description: After performing the necessary hand seals, the wind around the user picks up immensely, as gusts of wind begin to move from all directions around the user, allowing them to levitate about 20-ft above the ground for 3 posts. The user does not have to concentrate or hold the seal to maintain the winds, but the wind is only effective within a 7m radius of where the jutsu was initially used. These winds are strong enough to deflect normal projectiles, but most projectile jutsu of C rank or higher are not affected by the wind. Moving around within the area can be difficult, but most Fuuton jutsu users should have no trouble manipulating the wind to position and move themselves within the area of affect.
(This is not a technique for those who get seasick, as the constantly shifting winds, though allowing you to levitate anywhere within the area, still push you around slightly, about a foot in every direction as it keeps you aloft.)

Use: Public , can be utilized or learned by anyone.
Range: Short, 0-5m ... Medium, 6-10m ... Long, 11m+
Type: Ninjutsu
Element: Fuuton
Description: After performing the necessary hand seals, the user widens their stance and holds their arms out to the sides with their palms forward (as if hugging an imaginary boulder). Their entire body then emits a blast of wind, which takes the shape of a ball of super compressed wind which will self-destructs upon contact with an object. The explosion sends high-speed vibrations through the target, attempting to crack it apart, as the winds lash mercilessly at the structure to blow the pieces apart. This technique can knock out solid walls of stone, and can topple small buildings without much trouble. It is also very useful against armors or solid barriers, but not so much against softer targets, which it would just knock backwards.

Range: 40m Requirements: Access to Hideki's puppet, Falcon Decription: By utilizing the Bioling Water Cannons that Dante put into Falcon and combining it with Hideki's Raiton Chakra, Falcon can unleash a massive wave of Electric Boiling Water to both scald his foes and shock them to great extents.

@ cobra: 1st jutsu is approved, the second one is approved, and yeah thats what i meant. thanks for understanding. and the third one is approved ^^ i thought thats what it was, but also didn't want to approve a jutsu that makes it look like its tele. approved! and the fourth one is approved, an interesting one too ^^. the fifth one is approved as well (wow five in a row xD)

I saw a real lack of A-rank Wind Jutsu when i was selecting mine, so I've been trying to develop more. I have a few more ideas, but I'll have to wait on them.
On the subject of the Chakra Shift : Yeah I can understand, but I was trying to accurately describe just how fast this technique is. It would seem like teleport, but it's just super high speed movement.
I find that people often use the "disappear and reappear" a little too liberally in ninja fights (myself included at times). i wanted to make it possible for my character, but not unbelievable within the limits of his bloodline.

Instead of a simple heavy mist, the mist becomes dark, like a black mist which is so heavy people consider it as a heavy fog. It's nicknamed Death's Mist by all outside the mist village for it resembles the fog death uses to claim its victims in sinister ways. The haze is thicker then the mist, making visibility almost nothing except those who learned the technique or can see through the mist. Also, sound seems to slow down to none, giving the mist an eerie feeling. Those who are trained with sound can hear still, but its affected by the mist. However, the fog lasts only up to five posts, then becomes regular mist. This technique is teachable only by one of the seven swordsmen of mist. The mizukage also knows of the move and will teach only those worthy to learn it. This move is not to be used often, for its special and a rarity. I'm adding this first one so that it is an actual Technique and not just a movement I can do. xD
Name: Puppet Style: Tunneling Drill Strike Rank: No Chakra Cost Element: N/A Range: 50m Maximum Requirements: Access to Hideki's puppet Raven. Decription: Raven is a Offensive Puppet that is very agile and uses head on attacks. This technique makes Raven jump at the target and spin rapidly. It charges at the with great force and high speeds. Raven's poison can get into the target easily if contact is made.
Name: Puppet Style: Lightning Drill Strike Rank: C Element: Raiton Range: 50m Maximum Requirements: Access to Hideki's puppet, Raven. Decription: Hideki charges Raven with Lightning Chakra to amplify the Puppet Style: Tunneling Drill Strike. It adds heavy Lightning Damage to the attack, making it very effective.
Name: Puppet Style: Shock Wires Rank: C Element: Raiton Range: As far away the target is as the target is trapped in the wires. Requirements: Access to Hideki's Puppet Falcon. The target must also be trapped by Falcon's wires. Decription: Very simple yet effective. After catching the opponent in Falcon's wires, Hideki transfers Lightning Chakra from himself, to Falcon, then to the target. It electrocutes the target's whole body and causes severe burns.

You should make another requirement that you need to have Doton chakra. Just saying. I've never heard of boiling mud though, but it looks good. All of your puppet techniques are approved.
