Yes you have to app for the blood line. Yes you must start as a genin unless specified by the kage of the village you are apping for.
Raikage says.... yes you will start as genin

... i'm still confused.... i don't understand where I'm supposed to start.
Since I'm a genin now, does that mean i'm part of a team? Do i get to do missions now?

just go to the jutsu lists, the jutsu are not ordered by letters, they are ordered by ninja rank

let's see I believe the ranks are E, D, C, B, A, and S I think that E and D are academy, C is Genin, so B is Chunin
