I think the CP cost of those techniques alone is enough of a requirement.....
I think the copying technique should work in stages like the other parts of the Sharingan. In stage one, Sharingan users can copy Taijutsu. In stage two, they can copy Ninjutsu. In stage three, they can copy Genjutsu. Just an idea...... When you say that "Taijutsu techniques cost the max damage range", do you mean that an Uchiha would subtract the max damage from their CP or from their HP?
I'd like to use that technique how it's used in the manga. I propose that an Uchiha may use this Mirror Heaven and Earth technique after unlocking stage three of their Sharingan. We could set requirements or whatever later on. If someone attempts to use Genjutsu against an Uchiha, instead of using Sense to avoid it, the Uchiha rolls a Genjutsu roll. If that roll beats the opponent's Genjutsu roll by (ten or twenty, whichever you think sounds more reasonable), then it is copied and reversed. If it doesn't beat the opponent's roll by at least that much, then the Uchiha becomes victim to the Genjutsu, so there is a bit of a risk involved when using it. It wouldn't be as effective as using Sense, because you would have to beat their roll by a lot more than just one point.

1. Rememer all techniques will be getting changed around soon. So the high Cp costs of those techniques may not be the same in the future.
2. If you want to use the copy technique in that way, sure. Give it a try. I meant Cp with the taijutsu. Just so there is a penalty when copying taijutsu too. If not someone may just try an become a taijutsu master by just copying taijutsu.
3. Create the jutsu for Mirror Heaven and Earth and we'll check it out.
