They're actually both the same age. Gaara once mentioned that since he was six years old, which was six years ago, his father had tried to assassinate him. Meaning he was 12 at that time. I know Naruto is 12 at the beginning of the series but I think they mention somewhere in the end of the first season of the manga that it was 13 years ago the Kyuubi was sealed. Naruto's b-day is in October and the series begins in the spring, the Chuunin exams began June 1st(they say in my translated manga anyways) and the firt two stages took about a week. Then they get a month of training meaning the actual war is in the middle of July. It's never mentioned how long it took to find Tsunade but it was most certainly a few weeks including the fight with Orochimaru. It'd be August then and I think it was by then Sasuke decided to run away. August is close enough to October to say it was about 13 years ago the Kyuubi was sealed into Naruto.
