either of those would work...
byako has a legal system but it doesnt hold much if any power about the city most of the time (and as the hunter clan can attest it is often overcome by clan powerbases)
like how tryvan was a clan based around polotics but didnt last long.....
legal system just doenst florish in byako like it does other places
and a city watch?...could work.....though as policy i should think it wouldnt get involved in clan business.....
if you wanna make those places you can go ahead

I think the politics here are just as messed up as in Ankh-Morpork. The City Watch is just around to make sure that people don't steal your stuff.....often.

well lets see.....no i dont think byako has an official military....the closest to that was the imortal spirit army and they where trying to take over....
then again i have no idea what exactly it is that kanareshii does either for that matter sweatdrop

I... don't think Kanareshii has anything to do with the military. It's more of a bar/restaurant, but we already have too many of those. This one will be different.

well we do have the emergency squad thinking on it but there a secret indirect group that only handles threats apon the city from an outside force....
.....now that you mention it yes it does sound suspiciously similar.....
