Well lets see whats been proposed.
1. New Republic Era ~8 ABY or so. 2. Sector Area, not Galaxy Wide 3. A Terrorist Organization -Cale's Evildoers or something 4. A Stalemate period with the New Republic and Empire not actively engaged.
So... A terrorist organization emerges and beguns widespread attacks on both sides of the border between the New Republic and Empire. Each side initially blames the other while Sector Rangers go off in search of the truth. The Sector Rangers comb the underworld for connections to the group and in the process form some alliances with minor smugglers (Information for Freedom from Pursuit).
Meanwhile the Empire and New Republic begin skirmishing, egged on by the terrorist attacks. In one of these engagements the Sector Rangers intervene after finding out the identity of the terrorist group and deputize a number of ships to assist them in capturing these terrorists.
How's that as a general idea?

I like, though I dont particularlly like the idea of sector wide limitations, maybe a bit more spread, but not quite to the degree of the entire galaxy.

Galaxy /is/ the next step up after sector... Are you thinking system, not sector? Planets make up systems, systems make up sectors...

So that leaves four active main factions to choose from, including the Jedi Order, but they are considered New Republic. -Empire -New Republic -Cale -Sector Rangers Which leaves ample choices no-matter what kind of character you make. Of course, I vote that we should restrict the use of any Sith characters. Nelowulf Galaxy /is/ the next step up after sector... Are you thinking system, not sector? Planets make up systems, systems make up sectors... How large is a Sector? Why not just take a few specific, important Sectors, and use them, restricting all the useless ones.

A few important sectors, and you're traversing half the galaxy. A sector is defined by military, political, or economic boundaries. But if you can't make do with 20-30 planets in a sector, you've got serious committment issues, and you're essentially going way beyond the reach of any terrorist or counter terrorist concept.

Planet - System - Sector - Oversector - Galaxy Wide
Considering each senator in the Galactic Senate represents a sector... one sector while large is plenty small. Probably about 100 settled systems or so.
As far as I know there's only one Oversector and that was the Domain of Grand Moff Tarkin. It contained the entire outer rim.

because an oversector goes way beyond any 'need' this story has. What are you trying to do anyway that requires you to traverse multiple systems?

I think that's what we'd do. Make our own sector. There are after all 1,000 sectors in the Old Republic and the Empire and New Republic used the same boundaries.
BTW rereading the Wookieepedia Article, that is perfectly in line with the number of Star Destroyers in service at the Empire's height. Each Sector is assigned a Sector Group of 24 Imperial Star Destroyers, which makes sense when you know that the total size of the Imperial Star Destroyer Fleet was 27,000. I'd guess the 3,000 others are assigned special duties outside normal command channels.
