QUESTIONS: The Akatsuki extracted the monster within him right? Then after that, those he still have his sand power or not when he was revived? Can he sleep again?

I don't think that has been revealed. Nothing is mentioned about that after the 2 teams leave the Sand village. Gaara hasn't appear anymore up to this point.

Well, obviously he can still control the sand with his chakra though, as he used it to move Naruto's hand to shake it. It just doesn't protect him automatically anymore.

And here I thought he committed suicide... But I'm happy he's back none-the-less blaugh And I'm curious on who that new Akatsuki figure is, Zetsu's partner cool

There is this weird theory going around that... (next is white text spoiler...sort of.)Zetsu's partner is really Obito. Like...Obito didn't really die, he lost his memory and Zetsu saved him and yeah...I believe his name is Tobi now.

Well, Tobi isn't officially a member of Akatsuki yet, but though he might be, I'd say he's more likely to be Deidara's new partner. There are 9 Bijuu, and 9 Akatsuki members (before Sasori-danna died) each assigned a Bijuu to catch. So if everyone is paired up into teams, there's one left over, so someone said that Zetsu might be left alone, since he has that weird slit personality thing, so he might be partnered with his other half, I guess that's one way to say it...
