SHe simply isnt one because she hasnt met anyone that is a vampire willing to turn her. There are rules to the life of Vampires. as set forth by the council. and the turn rate now a days is not to great.

YOu are mistaken, you could have not have ended the war single handedly, no one did. There were silent forces at work to make sure things were handled properly. The council does more then you realize. They may not personally oversee things, but they have entrusted individuals at their disposal. Think what you will about the Council but remember this, it is because of them you are what and who you are.
