Yeah, Caska first appeared i think in ChainFire. The only city i could think of was Renwald(?). I did think of Anderith, but i kinda of melded "military" and "defense" together, cause i thought those magic defenses they had were protection enough for the city.
Sadly, i only have some of the books, missing most of them so i cant look these up too easily crying

Oh, I see where you could get the wrong idea, but those bells are really just weapons, the actual soldiers suck so bad I bet that one Imperial Order soldier could have took out all the squads without help and maybe just his bare hands.

The Anderith bells frightened me....

His infatuation with the Sword of Truth made me angry, and when he was able to just waltz right into the First Wizard's enclave while magic was failing due to the chimes, I was soooo pissed off.
