The Master's complete insanity in his most recent version could be due to a number of things. One, it could have something to do with the process by which the Time Lords resurrected him for the Time War. Two, it could be some sort of side effect of being "digested" in the heart of the Tardis following his falling into it at the end of the 1996 movie. Three, it could have been a side-effect of having been cooped up in his Chameleon Arch pocket watch for so long. Four, it could have simply been a mental defect brought on by the new biology of that particular incarnation (after all, the Jacobi Master, while vengeful, wasn't nearly as unhinged).

There's no reason to assume that another new version of the Master will be stark-raving mad.

12 regenerations and 13 lives,there is the possibility that timelords can get a second life cycle but that secret might have died with the timelords and galifrey.

They can't END Doctor Whow when it has so many fans. I bet they'll come up with some very dramatic way to let the Doctor keep on living. Maybe a movie? (Please!) As long as it's available in the US.

They'll probably conveniently forget that ever happened, lol. They've already done it several times, so...
Feh. I say I'm twelve half the time, and that's only eighty percent of my actual age, so being some number over a few hundred years old would probably tend towards the confusing end. Especially if you travel through time, as calenders would likely be fairly unhelpful.
