Secrets she holds, but only secrets in luxury. And she does not have much personality. She calls everybody pet names, and we all know her well... Which NPC has us under their spell?

Because she owns the luxury jewelry store, and she calls you hun when you enter the store?
And doesn't she dress as a witch during Halloween?
Edit: But that doesn't go with boots cause she owns the jewelry store.
