Well, I was thinking of having my Raikage have Wind + Lightning (Just so he can be a Descendant/Apprentice of the Raiton (Black/Armour) family/clan or what ever. And also have a kekkei genkai... and no, it won't be "swift release" I was planning on calling it Pulse Release or something... Myakuton has an interesting ring to it... Buu, in DBZ, screamed really loud in anger, which became a mixture of his energy and a tunnel of wind (super speedy breath) that caused a rip in time/space. And then I thought about how in the lame movie "Jumper" that the people who can do the "Jumping" actually leave behind a "portal trail" in the time/space continuum. So if I am not mistaken, fusing Wind and Lightning together, could possibly be used to make a kinda of time/space ninjutsu, but it would be no where as quick at the Yellow Flash or Madara's technique. Wind and Lightning both improve cutting in some way (Wind = kinda like lots of mini scalpels. Lightning = kinda like mini hand saws. Combined = probably chainsaws with scalpel-sharp blades. This description makes me realize why wind beats lightning too...) So it might be nearly as effective as Dust Release, thought probably would leave evidence of a person actually existing. Then there is the speed boost behind both of the elements... Joining both the speed and the cutting together would essentially be able to cause a rift that could let the person be able to teleport... though, I would suspect that like Minato and the Flying Thunder God Technique, it needs an A and B to work. Unless I just make it so that he can just run really fast.... like the Flash from DC universe. What you guys think? Oh and, I guess my Raikage have have an apprentice in the Lightning Armor and Black Lightning.

The seconds techniques are so OP that they would never be allowed here. They would be a higher rank than our current S class.
As for Kumo, I was under the understanding that it was completely destroyed by an avalanche. Thus it was not able to be reopened. This was established two time skips ago(possibly before you were in the guild). Unless im mistaken

And Kumo was reopened in early 2010, only to close down again after Ezio's abandonment. The original village at the base of the mountain was buried under snow, and as such the villagers relocated to the inside of a hollow mountain, literally carving out their new home within. No explanation of its last shut down has been written as far as I know, but I've built up some allusion as to a village-wide disaster

Also, any chance if you bring back those techniques, you'll want to pass them down to a successor or apprentice? I'm trying to have Kiego become a long-range lightning savant, so with his large chakra reserves he could make use of the Black Lightning Techiniques.

What the techniques do in general are too OP.
Reopening Kumo killed the story of my original character. I'll have to scrap him now. Goddamn it.
