@Arena: They'd be imagined enemies, but blaming enemies that don't even exist can *still* give your government certain benefits if you do it right... XD "The Government is committed to supporting this poor girl as she tries to recover from all that was done to her...", leading to an image of compassion and care that would probably go over well.

I didn't mean the Devil Kings in particular... I was thinking more of the non-existent cult that could be used in the cover story. XD
Excuse for Tattoos: They had strange rituals involving tattooing sacrifices.
Excuse for Spike: They practiced bizarre medical procedures, and removing it has too high a risk of harm.
And so on and so forth. XD *Kinda wants to... just so she could hang out with other people more*
