Doesn't look like it. You still have to train for it though you can't just switch you don'yt gain the skill points you just switch summons.

gousen rasengan

blue impact

Gousen Rasengan - Rasengan that is doused in sake and lit up.

Blue impact - Useing Great Konoha Whirlwind (or something of that name) you trip the opponent and then ram a rasengan into their body while they are falling, making them fly upwards into the air.
