From time to time, Unki took a moment to look down into the bowl in her arms. The shrimp should still be asleep. Little bubbles on route to the surface were a constant sign the shelled menace was still alive. What on earth was she going to do with a shrimp that tried to have her commit ritual suicide? It was almost too good of an idea to dump out the bowl and leave the shrimp for the birds but that was a level Unki wasn't really ready to sink to. The shrimp did kinda' belong to Toso, after all. Unki took the poor thing out of the kitchen with the initial hopes to give it a better bowl to live in and maybe a friend or two.
Even moments upon arrival to the Spire, Unki was already anxious to start unpacking and drop off the donburi and best to do so while her crusty crusteacon tag-along was still alseep and unable to threaten anyone. The walk to eventually find the desk of the Storm Shadow's receptionist wasn't too much to endure but the explaination about her concern for the shrimp was another story. Maybe this really didn't have to be all bad?
With the desk in plain sight, she looked eager to speak up and with the receptionist. Unki first stopped and put the shrimp bowl and her white vest down on the floor. THE FLOOR. Oh it was probably dusty and dirt was probably tracked in from folks coming and going. Don't think about the dirt. Don't think about the vest. In a quiet display, Unki began the process of revealing the four bowls from the spare scroll she stored them in. The largest bowl was set aside and the remaining bowls were dismissed. The woman scooped up the covered bowl and brought it up to the desk. "Hi." However nervous she may have been there was no reason to be. Probably some sort of something not sitting with her right about suddenly learning her friend was appointed the title of leadership. "Please see that someone brings these to Toso." She sets the bowl on the table and then takes the documents from Homura from her vest and hands those directly to the receptionst. "These need to be reviewed and signed by Toso and this." She pointed at the bowl and put her hands on the lit. It's a shrimp doburi. Seasoned too so he won't complain." Unki took her hands off the top of the lid and gently nudged the bowl toward the receptionist. "It's from Unki. He can... keep the bowl." Then in a second Unki's tone and all about demeanor rounds back to a bright peppy glittery sort of vibe. "Okay! Great! Please also inform him the cabinet door is in one piece. I took his pet demon shrimp and I don't know what I'm gonna' do with it! Bye now!" The girl ought to be beaming sunshine about now, if only. Her business in the office and favor to Homura were fulfilled and essentially all wrapped up in one measly moment. She made a sudden, bouncy U-turn for the door and effortlessly collects the vest and bowl on her retreat.

Bells rung with every step taken by the green haired kunoichi as she walked up to and knocked politely upon a large wooden door. Her breathing even, her posture relaxed, and her appearance as calm as always. One wouldn't imagine she was possibly in any rush. Except, the fact was she was in a bit of a rush. An idea had struck her, she decided to wing with it. However, no matter how much she wanted to simply go, she did acknowledge that, perhaps notifying another village of Arashigakure's current state of affairs, one that did not spell good news in any sense and, in fact, left it ripe for the picking, she should consult and receive permission from the village leader.
"Lord Tosokurui," a familiar voice said unfamiliar words from the other side of the door, the very model of polite and proper decorum, "It's me, Kiritani, Kagerou. There is something I would like to discuss with you if you have time."
"Enter." it was short and concise, the voice of someone rather occupied with something. The door would begin to slightly open itself. This was due impart to Toso's stretching arm taking a rather weak but rapid response. The man at the desk seemed beside himself about something. What that something was, uncertain, until the desk was appraoched and it was discovered the thing he was staring at intently was a lewd doujinshi involving tentacles. However, his face didn't show much of a response towards the positive, rather it was more of a 'confliction' by the lines on his forehead. "Truth be told time is commodity right now bloop, but I'll hear you out bloop."

The a little bit of the pristine professional demeanor dropped once Kagerou had entered the office and closed the door behind her, but only a little bit. There were no other eyes watching, but still, she was in front of the Arashikage. You know. Even if the Arashikage still didn't have the power to enter the hospital or if the Arashikage was perusing tentacle porn while, to use his own words, "time is commodity." Still, she had the bizarre Mizukage once. Jack. While his flavor of strange didn't exactly ever appear this flippant, Kagerou could only believe that this all had a purpose. She was bright enough to make excuses.
"Well...," Kagerou's hesitation could be heard in the pause, but her composure could be heard in her steady words, "I suppose I'll just have to trust that you know what you're doing then, sir." That was all she would say on that subject unless otherwise prompted, or so that was how she thought at that moment.
Since time was of the essence, Kagerou moved to her point of interest without any further dawdling. "I think it would be advantageous if we requested aid from Uzushiogakure, and would like permission to travel there to do so."
"Right can I get your opinion on something? Would it be an abuse of power if I made this type of material illegal. You see I'm at an odds with myself, I'm uncertain whether it's within my right to. You see, its a rather rocky area bloop. If I make things illegal that of which I personally find offensive am I thus infringing upon the rights of the citizens. Simultaneously however, I am the one who determines what rights are to be given." Toso didn't seem to change his gaze that was centered on the material and didn't so much as avert his focus towards Kagerou in his inquiry. His head fixated on other things. That was until he blinked twice.
"Ah, the thought of requesting aid did cross my mind. bloop. Speaking of permissions." Toso seemed to still be in some kind of a daze about his decision. In truth this whole thing was a distraction from the inevitability of said war. Truly he didn't want to think about it right now even if it was an unavoidable subject. Despite being a clone the feelings in regards to the subject matter were still present. He'd stretch his arm towards the dossier cabinet and then remove a file of which he seemed to know the place of inherently if having pulled it out prior. "I figured I'd make you aware what with your provided formal report. I simply haven't had the time bloop." The dossier was placed on the desk on top of the doujin opened and revealed to be the documentation that Kagerou was now a Jounin.
"Your copy. bloop." Now Toso's head still seemed to be in the distracting himself setting and while he was keen on the idea he hadn't directly said yes to Kagerou in regards to sending her out to be the clouds envoy in this ordeal. That said with the permissions of a Jounin Kagerou now had the ability to leave the village only requiring that the Kage be given notice. Which, he in this moment, had been given. Even if it didn't seem he was all there.

The words "excuse me?" were written clearly over the nonetheless polite smile Kagerou gave the question suddenly asked of her. In the end, she nodded to acquiesce to the request of giving her opinion, but that didn't mean she wasn't confused.
She remained quiet, all the way through Toso giving her the position of jounin and handing her the formal documentation. This was received and stowed away carefully. Still not a word spoken. Her opinion requested, but as a born and bred Kiritani, she didn't feel comfortable lightly giving her direct opinion on village policies to the Arashikage.
Only after putting away the paperwork, did Kagerou begin speaking, "A question like this, have you tried asking an advisor? I think they will be better suited to giving an answer than a normal kunoichi like me."
"And regarding the trip to Uzushio," Kagerou segued seamlessly into the other topic while still staying on the first, "please give me your direct permission for the mission, and something to prove I am visiting on your orders. Apologies for the trouble, but this will make a great difference in how matters are handled."
"Well you see that's the thing bloop. Officer Kosei is occupied and I don't think this is a matter Belamos would bother with right now." The squid would scratch his temple with his index finger still at a loss. With an exasperated acknowledgment towards Kagerou's request for permissions. "Huah...if permissions are required then you have it. Although I advise you be careful. Its uncertain whether the Uzu is still Uzu as it were, bloop." Of course Toso had yet to know of Sonyo in the village and what exactly she had told Kagerou of the plight that befell Uzu. As far as things went, when it came to information Kagerou was currently more in the know about Uzu than anyone because of this. It may have proven beneficial to share such information with the kage but he did seem rather at odds still with the lewd material in his possession. On one hand, it was a type of art. Toso never personally engaged in what was known as the 'erotic arts' and while after perusing the material he'd consider the thought it still didn't sit well with him that these images of 'ravaging' tentacled beasts is what he was commonly being associated with.

I suppose when it comes to riding the lines of morality I find the corruption of the living and dead personally distasteful. However, in times like these where lives are at stake I can't let my personal beliefs influence my decision making. We are against an unknown army after all of the unknown size. While I may have the nature for it now I can't see myself using it." Toso would place a scroll on the counter, bound and ornate, the Kanji for [Corpse Soil] written on it.
"No doubt their village has suffered significant losses, if you could get permissions their dead may be given another chance at vengeance bloop. I can't say I commend such thinking but again options must be open and flexible with what's to come." The Toso clone would then return to doujinshi before closing it and putting back in a drawer indecisive. The safe containing other S+ scrolls and the devices prepared for the effort was closed. The Toso clone himself now seemed to look at his desk, distraught for who knows how many reasons now.

Saluting with a bow yet as ever with a smile, Kagerou came clean with the information she knew on Uzu, "I couldn't hold back my fears, so I summoned a friend who resided in Uzu to Arashi to confirm her well being. She is presently in Arashi and agreed to assist as a medical specialist. I intended to write a full report on the matter following this war, but I'll brief you with a summary now. It appears Uzu had been attacked and suffered heavy losses. Their village is in shambles and they have relocated. Because their situation and our upcoming one bore too many coincidences once I looked into it while outside the village, I believe the perpetrator may be the same," and the rest Toso could discern himself. If the people of Uzu also agreed with Kagerou that the perpetrators were the same, they could be convinced to come assist. On this, she never desired to be anything but transparent, but she also didn't know if it was appropriate to wedge in information when it wasn't inquired. How expansive Arashi's information network was, she could only estimate it.
Credit is the death of a kunoichi. For that reason, Kagerou kept to minimum anything she said about her own accomplishments, in the hopes that others may forget it sooner. However, when the kage brought up suspicions of her loyalties, then naturally, she was backed into a corner, no matter if it was the Arashikage or the Mizukage. Though, if it was the Arashikage, then she found it somehow natural, to be expected. Nonetheless, suspicions were suspicions, she could not go into war with them hanging above her head.
Before she could say something to garner Toso's trust, though, the technique suddenly came out of the drawer. An eyebrow quirked over the gentle smile Kagerou had prepared. Perhaps, just then, she had been overreacting? It was true Toso had asked for the report on her possibly suspicious behavior for after she returned. A kage didn't give an S+ technique unless they were certain that it would not come to bite them in the butt. Accepting the gesture of trust, with her own, Kagerou didn't hide her thoughts. "Shishi Dojou [ Corpse Soil ]. An S+ rank technique that reanimates the dead in a semblance of life. It is most effectively used in large battlefields, as otherwise, the user brings too much attention to themselves with the killing and transportation of countless corpses. Though, the requirement that the user remains at location is easy enough to bypass," Kagerou would rattle off the description, talking about it with a slight smile and a casual manner like she was speaking of some piece of classical literature, "All in all, it was decided when I was younger that it wasn't a technique I would have much use for, nor did I have the elemental affinity for doton back then. It was never on my recommended reading list for those reasons..." Still, despite saying that, she had taken up the scroll and unfurled it to read its contents. It was closed and stored away in her personal storage shortly thereafter. An S+ rank technique certainly was something entirely different. She would need more than one reading to learn this technique.
Notice from her explanation, she had mentioned nothing about the moral quandaries of using said technique. Perhaps it would leave an impression on Toso. Although, the reason why they weren't mentioned was because she was giving her family's impression of the technique, and not her's. "Thank you for your trust," Kagerou bowed again, this time in gratitude, "I will save it for when necessary, and I will try to arrange a good time for your to interrogate me after this war." Kagerou, like her family, could overstep those lines when necessary, or at least so she believed. She never had to, however. Even... the corpses recently... She had merely taken that which was already prepared... When it could be avoided, she preferred not to.
Now, she could leave. However, seeing the troubled expression on the kage, there was no way she would. Doctor impulses kicked in. Plus, shinobi impulses. A kage could not be bearing such hesitation before a war! Her voice strong but her smile gentle, Kagerou perhaps overstepped the boundaries she had set up herself as she made some suggestions, "Lord Arashikage. I would recommend that you compartmentalize your thoughts. An important appointment is almost upon us, after all. However, since I suspect that would be difficult for someone as honest and expressive as yourself... This is what I have to say on the matter of the inappropriate materials. I once had a close friend, who had a beloved pet spider that had a penchant for hiding his research materials in every nook and cranny around the village. Of course, these were explicit materials, perused by the spider to help said friend get laid. Needless to say, it didn't work, and a I promptly burned any such materials I happened to find lying around in public. However, I never touched those that he kept on his own person or in his own space. He wasn't hurting anyone with his studying, and it wasn't my place to decide how he spends his time.
"I would like to use your own words just now as well. 'I can't let my personal beliefs influence my decision making.' These books are not a crisis upon the public, but I believe that is a policy that should apply to all decisions. Once you enforce your personal beliefs without reason, in situations where it really does not affect the safety or stability of the village, that is when you become a tyrant.
"I am, I admit, a little surprised. I thought you had been open-minded about these sorts of things, being an artist who would value creative freedom and unafraid to speak on such topics during our sessions, but I'll make a note of it now that tentacle kinks are on your 'no' list. Nonetheless, please place yourself in the shoes of the other side. How would you feel if your beloved toesies were suddenly banned because they promoted a fetish that makes those who prefer wearing open-toed sandals feel uncomfortable?".
Placing his finger on his chin he'd look at the woman who was keen to being interrogated in the future. He would certainly consider taking up on this offer and hopefully, Kagerou wouldn't regret her words when the time came."That's an odd comparison. An even odder word choice bloop. If true to form, truthfully I can see merit in the prohibition of open-toed shoes bloop. After all bloop, considering the dangers of the shinobi life style you'd think they'd take greater protections regarding ones pedals bloop." Toso would look at the magazines cover once more. "When it comes to art I'm open minded about a lot of things Ka-nee. However, interpretations of art vary from person to person. bloop. That said." Toso would pick up and toss the magazine into a waste basket nearby. "You've a point. I can't inhibit the vices of others less I walk the path of tyranny. Although I can choose not to participate in them. But to think anyone would enjoy non-consenting acts of eroticism concerns me be they fictional characters or not." Apparently the 'tentacle hentai' of which Toso was provided had rather duplicitous tags attached to it. Perhaps his opinion on the material would change if it was less 'aggressive' and depicted the tentacle creatures as something less monstrous and more human but such was a rare find in the genre.
'Bloo. That said. You're well-read Ka-nee and I appreciate your assistance with my current dilemma. I shall defer to your toesies example when facing similar conundrums bloop. In regards to your bringing another nations inhabitant into Arashi I will hold you personally responsible for any transgressions they may cause. But assuming you trust them enough to bring them here I'd believe it shouldn't be a problem. bloop. Carry on." the To-clone would then gather some loose documentation and engage in the business as usual NPC type behavior. IT did, however, take note of Kagerou's reactions to certain subject matter or lack thereof in some cases. If Kagerou was to leave a slight chuckle. "bloo bloo. Toesies. What a silly word."

Fully ready now, with permission granted and her bodies positioned appropriately, Kagerou bowed and walked out the door. Once outside out of the building as a whole, she vanished in a flash of light. Heavenly Transmission Technique to where Konohagakure once stood.
Upon leaving the dojo, Shinji wasted no time in heading to his chosen destination. In order to avoid the mass of people who were fluttering about the streets, he jumped onto the side of a building, building up chakra in the bottom of his feet to allow him to traverse high above the heads of the citizens and streamline the trip he was making. However, he had already spent a fair amount of chakra training, and doing this only further drained his reserves. As he reached the Arashikage's office, he jumped down and landed in front of the door, making his way inside.
He cursed under his breathe when he realized exactly how low on chakra he was, but if necessary he did still have Yuugure he could rely on. The scythe was still resting against his shoulder, but while he was traveling he tossed his book onto the roof of a building, so as to try and hide it from the chaos that was sure to ensue. Shinji stood in front of the door that lead into the kage's office and caught his breathe. When he wasn't huffing and puffing, he let loose a furious series of panicked knocks. "Sir, I think we have a situation!"
Shinji was sure that he was already aware of what was going on, but in the case that he was still in the dark, Shinji felt it necessary to inform the village leader. As well as stand by to try and protect him by any means he could. Even if he wasn't strong enough to fight on the front lines with the others, there was no way he would stand idly by as the Arashikage was attacked. Even if he was only a meat shield in the end, at least he could die with pride knowing that he had at least tried.
The door wasn't entirely closed so after the boys pnaciked knocking ended to where in he could catch his breathe it opened slightly enough to see inside. There he would see the clone of Arashikage with one leg over the other his eyes looking at something in particular. It was one of those old crt televisions with one of those rolling carts used for schools when making presentations or to play educational movies. However, what was playing wasn't anything educational outright in the slightest. What was playing was 'Seigi Otoko!!' it was a popular cheesy villian of the week show for kids usually aged 5-11 notorious for bad animation and production quality but here the Kage was legs crossed and watching it without a care in the world. However, he knew that the boy was in the door way from what he'd say next.
"Oh? I'm aware bloop. Don't worry all too much. The village Officer has already evacuated a majority of the populace to the crisis bunkers bloop. Those that aren't, are in the process of doing so. In accordance with the devised plan, the enemy forces should still be unaware of our current location here in the sky among the clouds. Althoug I'd be lying if I didn't suspect at least one of them will catch on. If your frightened why not have a seat bloop. Watch with me. I'm particularly fond of this episode." The kage would say his string of words in a matter so calm it was almost eerie, especially since he hadn't even glanced in Shinji's direction. The televisions audio now playing clearly in the room again.
What seemed to be a man clad in white tights was pointing at what appeared to be a large raging red crab monster. "Your reign of terror ends now Kanikai!" the crab thing just glurgling madly destroying food cart stands and launching pedestrians. It had a young lady who was trapped between its giant claws who poortly cried for help for 'Seigi Otoko'. After throwing the maiden at what one could assume was 'Seigi Otoko' a.k.a Justice Man the man caught her and gave her a cheesy smile before setting her down and the cheesy jump cutty fight sequence would begin only after the man in white tights did several front flips.
In the sky among the clouds? Not such a big deal. Not for a inscription master. One that's been living in arashi for months now. Who knew how many lightning seals where placed around the whole village by now. Flashing, a group of agents suddenly appeared at the very top of Arashi's spire. Kogarashi was here! The footing mostly vertical due it's spike like shape, Naoki stood before Kagami."Your order is mine to fulfill."
