At my low lvl can I learn the chakra absorbtion and chakra scapel jutsu? Since I'm training to be a medical ninja?

Chakra scalpel is a chuunin ranked technique, idk bout absorption though, where is that at?
And yes that goes for everyone. Nin and gen are allowed on rank higher. Taijutsu has to be at the same rank only

Taijutsu has to be at the same rank only Absorbtion I found on leafninja.com. It was used by Yori in the Chuunin exams, the guy sasuke creamed with a single Jutsu.

Remedy: We don't use a lot of jutsus on Leaf Ninja. You could make Abosorption a custom though, idk if it'll get approved
