hm, that would work except that means when they become approved the clubs should be run by students... But perhaps I could twist that to: it would make the paperwork easier for adminstration...?

Well I would recommend looking at the constitution and by-laws of a school. Most will have them under there ASB link. If you try Washington State school they almost always have theirs on line.

Careful when you say "Many are formed to cause segregation" because you're suggesting a majority and that's not true. "Some" should be enough emphasis on the amount this is occurring.
A teacher or adult is a great idea but I don't know if the point should be about home work. Unless the student-formed club was a designated study group, then chances are homework would detract from the point of the club in the first place. If the club was formed for segregation purposes, would having them work on homework while convened as "Nazi Youths of America" really have any effect?
You can mention that student-formed clubs outside of school can easily be classified as gangs, and teens/students trying to assume leadership roles in an unstructured environment will tend to corrupt themselves and lead not only themselves but the group down the wrong path. An in school club of the same can have like effects but within the scholastic system, ie, strong "clicks" that are given special privileges because they've given themselves a title.
Just trying to provide argument-points and flesh out your ideas.

I'm going to agree to the segregation to a point. They are a click. Those you hang with in the clubs are the ones you are more likely to hang with outside of the club.
My school requires there be a teacher or staff member present at each meeting. However there is a required 9 students that have to be involved (And seven at each meeting). Universities have it much easier than small colleges like mine. At the same time the clubs have to be open to everyone.
I did my senior project at the importance of clubs in a school.
You could write that clubs are clicks and because they are clicks they often scare away students who are interested because they don't fit.

Well we got into agriculture because of beer. It also started the Boston tea party and that's a stample food in the dark ages.
Also our guild is on the popular list.
