I think it's a small bit of upkeep at the most, not counting the initial push for everyone to get their small information template/directory up and setting up the bulletin board.
After that, thread owners have the responsibility of making small neccesary updates to their info/directory template and communicating on/checking the board. Non-owners have slightly less responsibility, since they only have to skim the templates, click directory links, and also check the board.
It will take a lot of communication, but even then it's only "Oh, Barton Temple is there? We're down the street. Link please."
Everyone that owns a thread just needs to do this with everyone else who owns a thread. Put links in your signatures and, on the other hand, click the links in peoples signatures.

Seeing as how I already intended to make an "event circuit" thread to detail all RP "mainstream" events in the vein as opaj and to list tournaments, I can just expand it to fit in with this idea. Also, I'm going to go dig up opaj's definition of Gaia Mainstream real quick. opaj This event takes place in what I call "Gaia Mainstream." This is the Gaia of the Commerce RP section, much of the Guild forums, and even some of the Barton Town areas. When you're character goes into a random tavern, they're in Gaia Mainstream. It's the pluralistic, chaotic continuity that flows from thread to thread. What that means here: your character can be almost anything or anyone, so long as they're not overpowered or unbalanced. They can be from anywhere, from Gaia or Earth. It doesn't all have to fit together; we know that Gaia Mainstream certainly doesn't. It just needs to be expanded on a bit, but imo that's essentially the gist of what people want.

opaj is glorified for doing what he did. He did it, however, because he had organization, commitment from the players, a good GM team, and a good number of players in general. That was all the formula he needed to make the events he did. And as he said, team-based roleplays work better because you don't have to manage much NPCs, and the story and interactions is played out mostly by the players due to team competing against one another. The GMs just moderate that and main occurrences within the event.
And I liked his grading system for profiles for balancing and stuff.

It would still need a staff.
Different timezones and the like, plus not just anyone should be trusted with the mule account.
I attempted this very same idea a while ago but it went no where due to a sudden surge of a school issues.
Had no time to manage it or get the word out.

Yeah, that's basically what 03 was.
If you were a knight who went from thread to thread making friends and you made a friend with an airship, you'd ask them to help you when an enemy attacked with an airship. If you were a knight who didn't make friends, then when the enemy came with an airship you... lost.
There's always winners and losers in RP, no matter which way you cut it.

Yep, Opaj was right.
Now what we're going to do is make that flow a little less chaotic- wait.
It might still be just as chaotic, but everyone is going to be more concious of what's going on inside that entire flow. That is, if they choose to check the board for updates.
The board could represent the media, or simply just a IC description of something happening far off. A fire, for instance. Or tanks driving through the streets. Or, media-wise, you could just post a television broadcast of some reporter.
Vansin, you could keep everyone posted on the location of your airship, which PC's all around would be able to see from miles away.
I want to be able to walk outside and be able to describe stepping to the shadow of the V.S.S. Capita.

If you were a knight who went from thread to thread making friends and you made a friend with an airship, you'd ask them to help you when an enemy attacked with an airship. If you were a knight who didn't make friends, then when the enemy came with an airship you... lost. There's always winners and losers in RP, no matter which way you cut it. I'm making a mule, but I'll give the password to people to help update any of the OOC bulletin/discussion threads.
However, given that this is more of a loose charter or agreement between threads and NOT a structured organization, it really has no one running it in terms of authority.
I'm mostly doing it because I've been planning to make an event circuit thread anyways, so I might as well make a mule and then use it for the Mainstream threads anyways, since I have nothing better to do.

If ya'll are planning to actually try this gaia mainstream idea, it doesn't make sense for any guild with that label to be closed off. My example being the VS airship; I just tried to take a gander at the guild, and found I cannot so much as lurk. Seeing as the guild owners still hold final say about people allowed in the guild, for starters, much less who can do what and where, is it really necessary for a guild to remain hidden?

They have to have their privacy. D; Otherwise all their schemes and plans would leak before they have the chance to have fun with them.
